Minutes of Council Meeting on January 4, 1962, were approved as read,
Mayor Price informed the Council in preparing the budget for 1962 he had
ascertained the expense For dog catching in 1961 was $5,195.50 that $3,377.50
of that amount was paid to the veterinarian for the boarding and putting to
sleep unclaimed dogs, The Mayor stated he was of the opinion the City could
construct and operate a dog pound on city property on N. 6th Street for a
less amount. The cost of construction of pound would be approximately $500.00,
and the dog catcher could stay at the pound a certain number of hours during
the day so people could redeem their dogs. After discussion, Mayor Price was
authorized to proceed with plans for construction of operation of a city dog
pound.
Mayor Price brought to the Council's attention the West Memphis Chamber
of Commerce's need of larger office space, and it has been suggested the City
deed to the Chamber of Commerce the vacant lot east of the City Hall. The
plan suggested would enable the Chamber of Commerce to borrow money to construct
a building and retire the loan with funds that would have otherwise been paid
for rent, and in the event the Chamber of Commerce ceased to use the building
the property would revert to the City. The legality of the matter was discussed,
and the City Attorney advised it would be necessary for him to study the matter
before rendering an opinion. Thereupon, motion was made by Alderman Eden and
seconded by Alderman Rowton: That if the City Attorney is of the opinion the
property may be deeded, that he prepare a deed for transfer of the property
to the Chamber of Commerce. Upon vote, the voting was as follows:
Aye: Aldermen: Bowie, Eden, Felts, Leggett, Matthews, and Rowton.
Nay: None.
Alderman Kirby Leggett requested information on privilege license charged
soft-drink distributors. City Clerk DeGraff informed the Council of procedures
in assessing privilege license.
No further business being presented, motion was made by Alderman Eden,
seconded by Alderman Felts to adjourn. The voting was as follows:
Aye: Aldermen: Bowie, Eden, Felts, Leggett, Matthews, and Rowton.
Nay: None,
