MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS, ARKANSAS,
HELD AT THE CITY HALL IN SAID CITY ON THE 17TH DAY OF MAY, 1962, AT 3:00 P.M.
The City Council of the City of West Memphis, Arkansas, met in regular session in the
City of West Memphis at 3:00 o'clock P.M. on the 17th day of May, 1962. The following were
present: Mayor Howell B. Price; Aldermen: R. C. Bowie, R. E. Eden, Paul Matthews,
C. H. Rowton, and Y. G. Sims; and City Attorney W. H. Dillahunty.
Absent: Aldermen: 0. I. Hollinger, Earl Felts, and Kirby Leggett.
It being determined a quorum was present, the following proceedings were had to-wit:
Minutes of Council Meeting on May 3, 1962, were approved as read.
Mr. Harry F. Dodge, Certified Public Accountant, presented the 1961 Audit for the
Utility Commission. Mr. Dodge explained to the Council a corrected report had been filed
on the 1961 City of West Memphis Audit due to an oversight in converting from a cash basis
to an accrual basis.
Upon recommendation of the Planning Commission an ordinance entitled "An Ordinance To
Rezone Portions o£ Hlocks D & E Of The Southcrest Subdivision To The City Of West Memphis
From An M-1 Industrial Zone To An M-2 Industrial Zone" was introduced in writing and read
the first time. After discussion, motion was made by Alderman Eden seconded by Alderman Rowton:
That the ordinance be approved upon its first reading. Upon vote, the voting was as follows:
Ayes: Aldermen: Bowie, Eden, Matthews, Rowton, and Sims.
Nays: None.
No further business being presented, motion was made by Alderman Rowton, seconded by
Alderman Eden, that the meeting be adjourned. Upon vote, the voting was as follows:
Ayes: Aldermen: Bowie, Eden, Matthews, Rowton, and Sims.
Nays: None.
