Councilor Catt said in Section 13 on page 4 he is asking that you strike without buyers consent and replace it with buyers having first right of refusal these corrections would be made to both documents. Councilor Croom expressed his desire to table the request until they could get the wording right and then bring it back before council for approval. Councilor Catt said respectfully that the wording has been amended and like anything else that they do things need to continue to progress and move forward. Councilor Catt said the individuals putting that packet together have investors and individual people wanting to invest, they need to know what needs to be done, what has been done and they do not know for sure if the land has been committed and obligated for and they may not wish to invest. He said as you may know these are private dollars and not tax payer money and it is not coming out of the General Fund to construct it. Councilor Catt said he would like to strongly recommend that they accept the amendments and move things forward. Councilor Croom said that with some of the changes that they made to the document some of them might not have written them down correctly. Councilor Catt recommended that once the documents are amended a copy be emailed to all the council members so that they will have the current version. Councilor Catt said he would get with the broker that is preparing the packet and make sure that it is taken care of.There being. no further discussion: Mayor McClendon asked for a roll call vote. PERMISSION TO ADD THE MEADOWBROOK GULF CLUB CONNECTIVITY PROPOSAL AND NEW GOLF CARS TO THE AGENDA Councilor Mohammed made the motion, seconded by Councilor Croom,to add the permission request for the Meadowbrook Golf Club Connectivity Proposal and new golf cars to the agenda. Upon voice vote, the motion passed unanimously. Mayor McClendon asked Councilor Catt to explain the request to the Council and the public. Councilor Catt stated that the request would help open Meadowbrook Golf Club so it could begin operating and generating revenue. He said this was the lowest bid for the golf cars, coming in $50,000 lower than E-Z-GO. He recommended approving the request so the cars would arrive in time for the golf course opening. Councilor Bell asked for the bid amount. Councilor Catt did not have the amount available during the meeting but noted that the information had been provided to the Council at the June 25, 2026, meeting for review. He said it was a five-year lease package and that all golf course equipment would be leased. City Attorney Stephenson stated that there was no lease included in the package and that it was only a proposal. Councilor Mohammed said she reviewed the package provided at the June 25, 2026, meeting and asked about the monthly payment. Councilor Catt said it was approximately$10,800.00 per month. Councilor Mohammed asked whether any other company offered a lower price for the carts. Councilor Catt said no, but he expected the _7 carts to pay for themselves through rental revenue. Councilor Mohammed asked what the rental fee would be. Councilor Catt said it would be between $25.00 and $35.00 per person. Councilor Bruce asked where the cars would be stored. Councilor Catt said the plan was to store them behind the former tennis courts under an overhead canopy. He also said the cars would have GPS software that would automatically shut them down if they left the perimeter area or came too close to a green or waterway. Mayor McClendon addressed the public to dispel any misconception that funds for the golf course could be used instead for homes, bridges, streets, or other infrastructure, stating that those funds cannot be used for those purposes. He said revenue from the golf course would allow it to operate similarly to Tilden Rodgers Park by paying for itself. Councilor Catt said the golf course would be an amenity for the public and that cart rentals alone could generate $140,000 annually. He also said they wanted to open the driving range as soon as possible and estimated it could generate between$800.00 and $1,500.00 per day, which would be enough revenue to pay employees, pickers, and provide golf balls for the service. He added that the course would serve as a marketing tool for Southland and the school district and described it as a very friendly course.
