Redding. Mayor Marco McClendon called the meeting to order.The invocation was given by Councilor David Murray followed by the Pledge of Allegiance by Councilor Wayne Croom. Discussion followed: Councilor Croom asked Economic Director/Engineer Ward Wimbish to explain if this would be a replacement of the bridge or would they just be repairing the bridge. Mr.Wimbish said the Park Street Bridge is a wooden piling bridge with concrete deck, and they had started working on it last year with the thought they would put concrete coverts in but as they worked on it, it got worse.They received a report last month that said it needed to be closed.They have now decided to follow through with the box covers to get them fabricated and installed so that they can be repaired more quickly.They will be picking up the deck section, putting in new pilings, changing the span of the deck, and putting it back the way it was by replacing the piling headers underneath to support the deck. Mr.Wimbish said this will be a permanent repair. Councilor Croom asked if they had an estimated completion date Mr.Wimbish said they did not have a completion date. Councilor Mohammed asked where the bridge was located. Mr.Wimbish said the bridge is the access to Worthington Park on the city side. There being no further discussion. Ms. Phelix said this is the comprehensive plan that was approved and adopted in 2021 and the ordinance that was adopted is the part that they are amending. In this section of the development code. Utility Manager Bob Atkins provided an explanation to the council of the ordinance. Mr.Atkins explained that this amends this section of the Development Code that allows for construction in the areas that are zoned industrial in certain power components for what they have talked about with the hyper city initiative. So, in areas that are zoned industrial this will allow them to build power generation or solar or substations or things like that. Mr.Atkins said they will still have to go through the approval process. Mr.Atkins said by approving the ordinance this is saying that they will allow it in the city if it meets certain parameters. Mr. Atkins said this will allow them to start developing some of these things and to go through the process with the Planning Commission. Councilor Bell asked about being due diligent in educating and addressing citizens' concerns to dispel any misleading information and alleviate any citizens concerns and show transparency. Mr. Jackson said that the A& P Commission voted and approved helping to fund the WM Connect Transportation annually.Advertising&Promotion Gross receipt collections have been averaging from 20% to 30% each month,which means people are continuing to eat out and stay in local hotels. MAINSTREET: Mainstreet Director Raymond Whiteside said starting Tuesday people will start to see a lot of activity, especially at the Food Truck lot.They will be hosting Mural Fest where they will be getting 9 large murals from National and International artists The Festival will be August 15, 2026, from 4:00 p.m.to 8 p.m.There will be entertainment,food trucks, and vendors.They are working with an artist out of Memphis Kirsten Sandlin from road murals and discussed the idea of making this an annual event and call it the 70 on 70 mural fest and work their way up to 70 murals on highway 70 to build out to make that a tourist attraction. Mayor McClendon recognized Andrew Auto Chrysler, Dodge and Jeep who had a big back to school giveaway supplies to the teachers as well as giving away 5 cruises to the teachers. Mayor McClendon said Tru Hotel also gave away some stay vacations. Mayor McClendon's Faith &Fellowship brunch will be on August 11, 2026,from 11:30 a.m. to 1:30 p.m. at Meadowbrook Gulf Course. Mayor McClendon said purses with a purpose is an initiative presented by the West Memphis Fire Department to help women that are displaced from their homes and facing hardship need personal care products.Anyone wanting to donate purses or bags filled with personal care supplies can take them to the West Memphis Fire Department at 213 N Avalon West Memphis,Arkansas from August 1, 2026, through September 30, 2026.Also, they are spearheading the baby in the basket campaign for children that are surrendered by their parents for one reason or another with no questions asked.This will allow the Fire Department to notify the proper agency and to care for the safety and well fair of the child Mayor McClendon said the Parks &Recreation Department will be hosting a Bounce Town Event on August 15, 2026,from 1:00 p.m.to 5:00 p.m. at Horton Park located at 1931 Scottwood for ages 10 and under. Mayor McClendon thanked all the council members that came to the unveiling of West Memphis Connect Transit event which has been amazing for our city.The city received positive responses from the press for this endeavor and consultant Baccara Mauldin has done a great job. Southland Gaming& Racing has reached out to him and will be sponsoring the first 1000 rides and now Baptist Memorial Hospital has agreed to pay for another 1000 free rides. Mayor McClendon said they will be connecting through care.They will also be connecting through East Arkansas Health Care, Bosch, and other companies to ensure that they provide for the needs of the people of West Memphis and he is extremely excited about the direction of the city and the commitment of everyone who has expressed an interest in partnering with the city to make it a stronger community. Enclosed are the inspection and maintenance needs reports for your information. The inspection has shown that the substructure is in serious condition. Abutment 1 and Bent Cap 3 are crushing/decaying with substantial abutment lean and settlement. There are also piling that are in various stages of decay. These deficiencies have been assessed, and it was determined that the bridge is unable to safely carry vehicular load as it was intended. • Arkansas Law, ACA 27-85-101, Conservation of Bridges, REQUIRES the"administrators of the various public highway, road, and street systems shall make every effort to conserve the safe function of the bridges under their jurisdiction pursuant to the findings and recommendations of the bridge safety inspections by the bridge inspection teams of the Arkansas Department of Transportation in accord with the national bridge inspection standards published in the Federal Register." Therefore, the bridge shall be closed immediately to protect the safety of the traveling public. Impenetrable barriers such as earthen embankments, deep trenches, or fencing shall be used to prevent traffic from crossing the bridge. An ARDOT representative will be contacting you to ensure your prompt attention to this serious situation and that acceptable bafflers will be used. Federal regulations require this structure to remain closed to traffic until it has been satisfactorily repaired or replaced. It is necessary that you notify us in writing regarding the status of the bridge's physical closure or the satisfactorily completed repair of the noted deficiencies of the bridge. Failure to immediately close this structure to traffic will require ARDOT to: 1. Physically close the structure with ARDOT forces and then charge the County for this work, and/or 2. Measurements were taken along abutment 1 deck area to notate the settlement due to substructure issues. B.C.01 Deck Condition Rating (5-FAIR-Some moderate defects; strength and performance of the component are not affected.) The deck is in fair condition due to channel beam units settling at abutment 1 due to major substructure issues with the abutment leaning inwards. The cap has an area of severe decay and crushing. Piles have some areas of severe decay as well.The left section of the cap is resting on one pile. Units 5-9 are settled up to 3"causing more of an impact load when crossed by traffic applying horizontal stresses toward bent 2. Channel beam units show signs of moderate abrasion full length with no loose aggregate and some spalling with one area of exposed reinforcing steel with no section loss.
