August 5, 1952F f MINUTES OF A REGULAR b4EETING OF THE CITY COUNCIL OF THE CITY OF YIEST MEA1PIiLS, ARKANSAS, :.HAD AND HELD. ON AUGUST 5, 1952• i _. The Council of the City of tiYest Rieanphis met in a regular session at the City Hall in said City at 7;30 P.M. on the 5th day of August, 1952. The meeting was called to order by the Islayor, and the roll being called there were; Present Mayor Nf. B. Fordyce in the chair and the following named Aldermen; James Bledsoe, 0. I. Bollinger, Freeman Finley, Curtis Foster, R. L. Garrison, A. R. Manchester, P. B. Powers, and C. H. Rowton; City Attorney J. H. Spears, and City Clerk iV. R. Seaton. Absent: None. Minutes of meeting of the City Council of July 15, 1952, were read and approved. C. E. Taylor and six others from South 18th Street came before the Council to object to the sign at the intersection of South 18th Street and Highway 70 and also to the loitering along South 18th Street. Mayor Fordyce explained that the sign was. only erected temporarily and that when objection was made to its being placed at this point the persons who erected the sign were contacted and readily agreed to remove it; that the sign would be removed; that the police would be alerted and instructed to strictly enforce the law with reference to loitering along gouth 18th Street. The Idayor next called at~.ention to the progress being made in the two housing projects now under way. Cy Bond, Jr., engineer in .charge of the work for the City in the Memphis Vierr Housing Project reported to the Council the progress being made in paving, construction of curbs and guttering and other work underway in said subdivision. Report was also made concerning the storm nearer and drop inlets; that materials for pa-,~ing, construction of curbing and guttering were being properlyy tested; ti~at pipe used for storm sewer and sewers was also being tested by laboratories in Memphis, Tennessee; that all work was being done in a workmanlike manner; that the contractor and his sub- contractors were cooperating with the City fully and that he was well satis- fied with the work being done. The Mayor advised Mr. Bond that the City was depending on him to aee that the work was properly done and that the City~a interest was fully protected and he assured the City that he would see that the work is properly done and the City~s interest fully protected. The Mb+.yor next called attention of the Council that the outfall sewer line as originally planned eras to go south along 22nd Street from Highway 70; that it would be to the City~s advantage that the outfall sewer line be constructed some 700 feet east of 22nd Street and thereby additional land would be opened up for future development and that the City would derive a greater benefit from the sewer line being located east of 22nd Street than it would if the server line be along 22nd Street as orginally planned; that the probable cost of construction of the sewer lines as herein indicated would be some ~1~,000.00 and that the City would have to bear the cost of the relocation of the server line; that by relocating the line additional distance would be covered by the sewer line; hence additional materials and labor would be required; that this additional cost would have to be borne by the City; that it was contemplated in the beginning that it would likely be desirable that the sewer line be located east of 22nd Street; that the easement from Wm. L. Johnson and CompatZy provided that the line could be relocated east of 22nd Street. Thereupon, motion was made by Alderman Bledsoe that the sewer line be extended east along Thompson Street extended to a point approximately 700 f set east of the eastern terminal of the present plan and thence south approxi.`natel,}* 700 feet east of 22nd Street and that the City pay the additional cost for the relocation of the sewer line. The motion ryas seconded by Alderman Rowton and upon the matter being cal"led to vote, the following voted; Aye; Bledsoe, Bollinger, Finley, Foster, Garrison, Manchester, Powers, and. Rowton. The City ,attorney advised the Council that t}ie Ordinance did not provide for refund of privilege license and that no refund could be made. Replat of Block 166 of the Kendal Addition to the City of +'est Memphis was presented to the Council for consideration. It was explained to the Council that the buildings as constructed on the approximate north half of the block were not constructed on the individual lots, but that the buildings extended across lot lines and that it was impractical to attempt to asses each lot individually when only a portion of a building might be located on the individual lot; that the overall valuation had been agreed upon between the assessor for both the levee district and tl~e state and county for all of the buildings belonging to Associated Realty which includes all of the apartments in this block; that a valuation of X88,000.00 lead been agreed upon bets+een the owner and assessors for the levee district anc9 for tk~e county; that it would be more advantageous to all concerned that the block be replaced and that portion o£ the bloc!: on which the apartments are constructed be listed as Lot "A" of Block 166 ratkrer than the individual lots.
