1',~Iayor Fordyce advised that many requests had been made by citizens in
4y<irds 1 and 3 for construction of cux•bs, gutters, sidewalks, and street paving,
and at this time the only available manner to finance the work was to create
Special Improvement Districts. Tha.+, in ax! effort to corrrrenr.e the creation of
the Districts he had conferred with ^ttorney `:Vallace Townser:~3 of Litt:l-e Rock,
and that P;ir. Townsend had prerared Petiticns to be signed bar the property
owners in the area and then returned to the Council requesting Special
Improvement Districts ire formed. It had been deersed advisable to have separate
districts instead of all the projects in one district due to the financing of
the matter. Also, that in considering Conunissioners for the Special Improvement
D=i.stricts he would recomcrer;d the names of F'.loyd Bledsoe, Julian H. Vogel, and
E. L. Berry for the consideration of tyre land owners in desinating Cormai.ssioners.
