Mayor Trice advised the Council o£ decision of the Board of Directors of the Chamber of Commerce to obtain information on financing construction of a River port for West Iiempli.s. After investigation by the committee appointed it had been ascertained there could be a revenue bond issue solely on the revernie derived from the operation of the port; however, it would be necessary to employ an engineering firm to study the feasibility of cost and size. The firm of Duff, Anderson, and Claris of Chicago had. been recommended, and they had submitted an approximate price of .5,000 to make the survey. Due to the City not having the money available, the Directors of the Chamber of Commerce had voted to contact their members to put up the money, and would then advance the money to the City. If and when the bonds are issued the cost of the survey would be included as e.•cpenses and the money would be repaid. Iiayor Price brought to the Councilts attention the report made by A. E. lIeagler, Consulting Engineering, on a port several years ago was principally a3 to design, and the report of Duff, Anderson, and Clark would be on the volume of shipping, tape, and amount necessary to support a port if found to be feasible. After discussion, motion was made by Alderman Ray and seconded by Alderman Finley: That the I4ayor and City Clerk be and they are hereby autheri.zed to employ the firm o£ Duff, Anderson, and.CJ.ark of Chicago to make survey for port when notified by> the Chamber of Conunerce that sufficient money had been obtained.
