JAY III HUGH CHALMERS E. F. HLEDSOE Commissioners of Street Improvement District o. 2, West Memphis, Arkansas The following letter from the Ad3utant Generals Department of the State of Arkansas was filed: January 29, 1957 Mayor Howell B. Price West Memphis, Arkansas Dear Mayor Price Attached hereto is the bill for the local share of the initial payment to the architect on the West Memphis Armory. The voucher for the Federal Share was mailed from the Office of the USP&FO for Arkansas on 9 January 1957 and has probably been paid by now. The procedure we have found most satisfactory in making periodic payments to the various Contractors under similar circumstances is as follows: a. The Contractor monthly submits an Estimate of work accomplished to the Architect who attests to their accuracy and forwards them to the State Maintenance Officer, acting for the undersigned. b. The State Maintenance Officer certifies, for me, to the accuracy of the estimate, presents the bill for the Federal share to the USP&F0, who prepares the necessary vouchers and forwards them to the Finance Officer at Fort Chaffee, Arkansas. The steps indicated are those necessary before disbursement of the Federal Funds and following the same procedure in the local share has been found less confusing than separate systems. Very truly yours, /S/ SHERDfAN T. CLINGER Mayor General The Adjutant General ~~ Motion was made by Alderman Himes and seconded by Alderman Ray: That Invoice dated December 27, 1956 to Elmer A.
