SUF.VEYS, ESTIMATES, SPECIFICATIONS, AND SUl'ER4ISION. Ali surveys, designs, preparation
o£ plans, specifications, estimates, and the supervisiion over construction shall be made by a
Registered Professional Engineer licensed in the State of Arkansas.
Application for improvements, plans and specifications shall be submitted to the
Planning Comrkission for exa~Iizati on, comnents, approval er disapproval t+rith recormiendation
of the City Engineer.
DESIGN. 1. Street improvements shall be designed so that they will be appropriate to
the type of development and durable under the use and maintenance comtemplated.
2, The requirements shall be these set out by lthis Ordinance or 'oetter.
3. The street improvement shall extend continuously from the e:isting improved street
system to provide suitable vehicular and pedestrian access to each lot upon which a dwelling
or building e.~i sts or is erected to provide adequate connections to existing or future streets
at the boundaries o£ the Project or District and to provide convenient circulation for
vehicles.
RIGHP-OF WAY. The right-of-way widths shall be adequate to accommodate the contemplated
widths of pavements, sidewalk and planting strip. Pavement shall be of adequate widths to accommodate
travel lane or lanes and parking lanes in accordance with the type of streets required for the area
to be served, Unless specifically authorized, no street with integral csrb or combination curb
and gutter shall have a width less than Twenty-seven (27) feet from back o£ curb to back of curb.
The pavement t~ridth shall be graded for its full width to provide suitable finish grades for
pavement, with adequate surface drainage and convenient access to the lots. The height to the
finished grade of the lot shall be such as tc provide drainage from the lot onto the pavement.
Center-line gradient shall be suitable to prov't~ .dequate surface drainage and reasonable
safety for traffic.
COMPACTION OF EP~A11I'~NTS. Embankment compaction should insure required sta?il3.ty, consistent
with cost, for the purpose for which the embankment is intended. Care in construction and 'nigh
percentage of compaction is desireable for fills constructed of poor material having a height in
excess of Twelve (12) feet or of average material having a height in excess of approximately
Twenty (20) feet. Where appreciable savings can be effected, compaction requirements may be
lessened for embanlanents under flexible pavement subjected to light traffic and in motor storage
area where sufficient grade exists to provide adequate surface drainage,
METHODS OF C01`D'ACTION. Method of compaction should be based on character of material,
amount of moiiture normally present in the excavated material and percentage of compaction
required. Under favorable soil conditions, degree of compaction may be varied by modifying
loose .layer depth in which material may be rolled. Unfavorable soil condi-;;ions, inadequate
moisture, or high degree of compaction may necessitate controlled density, utilizing the
Proctor Piethod. Normally, where inspection of surfacing on embanlanents in the vicinity constru-
cted under State specifications indicates suitable results, the practice of the State I~ighway
Department o£ the date in which the project is located should be followed.
STORM SEGI..R. An adequate storm sewer system consisting o£ catch basins, and other under-
ground drainage structures orith approved outlets of storm sewers shall be constructed.
The storm sewer system shall be designed by the rational method, using the basic assumptions
o£ design, including design, rainfall frequency, intensity duration curve, infiltration rate or
rainfall-runoff co-e£ficients, method used in estimating run off, and in addition the co-efficient
o£ roughness shall conform for various Y.inds of pipe when a storm sewer system is plaamed.
The pavement width shall be graded for its full width plus an additional space on each side
for setting forms, etc.
Pavement other than cement concrete shall be protected at the edge by a corti.nation curb
and gutter to prevent ravelling of the wearing surface and shifting of the pavement base.
Adequate surface drainage shall be provided by an adequate gradient to carry storm water to
the storm sewer system.
SUBGRADE-BASE. The pavement base shall be constructed on a suitable subgrade and o£
materials which have proved satisfactory for the local climate and soil conditions. The base
shall be properly drained and suitably constructed to seaport the contemplated traffic load.
On types E-5, E-E and E-7 soils the base for an asphalt surface shall consist of a minimum
Four (~y) inch sub-base of select material, consisting of a mixture of soil and sand, ",lone of
this material shall be retained on a -"x10 sieve. Ne more than Thirty-five (35) Per cent shall
pass the #200 sieve, and the plasticity index shall not exceed Six (6 ). On the sub-base a Six
(o) inch compacted crushed stone base shall be provided. This stone shall meet the requirements
of the current specifications for crushed stone base materi~, as adopted by the Arkansas State
1Tighway Department.
~`~
Prior to the laying of the asphaltic wearing surface, the base course will be
given a prime coat application. The bituminous material shall be a medium curing
cut-back asrhalt of the P4C-1 grade meeting the requirements of the correct specific-
cations of the Arkansas State Highway Department.
Pavements other than cement concrete shall be provided with a two (2) inch depth
hot mix bitwninoas wearing surface. This gearing surface shall consist of the materials
and shall be manufactured an3 placed on the streets in compliance vri.th the cvrrert
specifications of the A'r':.ansas State !dig.".way Dopart;rent.
DRTVE?~JAIS, A driveway from the pavement to the lot line shall be provided for
vehicular access to each oaf h upon lot. Driveways shall be of adequate width and
constructed with suitable sub-grade, base drainage and surfacing to be durable under
the intended use,
Driveways shall be provided to vacant lots as requested by lot owners provided he
or she pays for same,
2. The pavement width shall be graded for its full width plus an additional space
on each side fcr setting forms, etc.
C0.1;IIdATICiv' CCIdC1Zi:' ~' CURB IATD OJTT~:R, Pavement other than cement concrete shall be
protected at the edges by a combination curb and gutter to prevent ravelling of the
hearing surf ace and skLi_fting at the pavement base. Adequate surface drainage shall be
provided by an adequate gradient to carry storm water to the storm sewer system,
1. The dimensions of the concrete combination curb and gutter shall be as follo~•rs:
The width of the structure at the base shall be a minimum of thirty (30) inches; the
height of the back side of the curb shall be minimum of eleven (11) inches and the depth
of the gutter shall be a minimum of F''ive ([) inches.
2 The concrete curb and gutter shall be placed on a prepared sub-grade. Forms £or
