HELD AT TFL CITY HALL TAI SAID CITY ON THE 1yTH DAY OF SEPTEMBER 1959 AT 1~:00 P, M.

On the 4th day of September, 1959, the Council of the City of ~^7est Memphis,
Arkansas, met in the City Hall in said City in special session. The meeting was
called to order at 4:00 oTClock P, P1, by the Mayor, and on the roll call the
following members of the Council were found to be present:
Alderman: J. E. Himes, R, i3, Ray, Jr., L. E, Role son, Y. G. Sims, James Bledsoe,
0, I. Bollinger, and Bob Eden.
Absent: Alderman B, J. David, and City Attorney W, H. Dillahunty.
It being determined a quorum was present, the following proceedings were had
to-wit:
Mayor Price informed the Council the Special meeting had been called due to
urgent need of Arkansas F.ighway Department to have a resolution adopted by the
Council granting easement for installation of storm sewer in order for the Department
to proceed with plans for drainaa_e in the Ingram Boulevard Goodwin Avenue area.
After discussion of the request o£ the FB ghway Department a Resolution was
presented for approval or disapproval by Council. Motion was made by Alderman Bledsoe:
That the Resolution be adopted. The motion was seconded by Alderman Roleson, and the
following vote ;oas recorded:
Ayes: Aldermen: Himes, Ray, Roleson, Sims, Bledsoe, Bollinger, and Eden.
Nays: None,
The Resolution adopted read as follows:

BE IT RESGLVED BY THE CITY COUI~?CIL CF T_~ CITY CF WEST MEMPHIS, ARKANSAS
SECTION 3. WIT~.iEAS, there is a need by the Arkansas Highway Commission to install
a !:8" storm sewer on Goodwin Avenue beginning at Ingram Boulevard and running
eastwardly to Ten Mile Bayou, and
Wf~REAS, it is to the benefit and betterment of the City of West Memphis
to grant permission to the Arkansas Highway Comrtdssion to install said storm sewer,

WHCREAS, it is further to the benefit of the City of West Memphis as a
whole, that land owners or developers be denied the privilege of tapping said storm
sewer, and
WHEREAS, in order to obtain said storm sewer it is necessary that the
City grant an easement for same across Block Ten (10) of the Wheeler Subdivision,
West Memphis, Crittenden Crn:nty, Arkansas.
NO:d, THEREFORE, BE TT r^F,SOLVED that the City Council of the City o£
'.,lest Memphis, Arkansas, hereby agree and by these presents, rermit the Arkansas
Highway Commission to install said 1~8" storm surer on Goodwin Avenue as hereinabove
described; that land owners or developers are hereby denied any right +_o tap said
storm sewer; and the City of West Memphis shal]. provide easement across said.
Block Ten (10) £or said storm sewer.
There being no further business to come before the meeting, Alderman Bledsoe
moved the meeting adjourn, which mction was duly seconded by Alderman Ray, and
the following vote was recorded:
Ayes: AlderrEn: Himes, Ray, Roleson, Sims, F,ledsoe, Bollinger, and Eden.
