AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR CONSULTING
SERVICES AND ADVERTISING AND PROMOTION FOR THE CITY OF WEST
MEMPHIS AND THE WEST MEMPHIS ECONOMIC DEVELOPMENT TO BE
PROVIDED BY RED DELUXE, LLC, AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the City of West Memphis and the West Memphis Economic Development are
in need of consulting services and advertising and promotion; and it would not be feasible or
practical to require competitive bidding for such services under the present circumstances;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City,
described as follows:
Consulting services and advertising and promotion for the City of West Memphis and the
West Memphis Economic Development to be provided by Red Deluxe, LLC.

JOB: 2009 CAMPAIGN
Creative Development: Develop, write, and design a print ad series for fulfillment of
the 2009 media plan that support the goals of the West Memphis Economic
Development office and the City of West Memphis. The estimated amount includes
three to five print ads for business publications. It also includes up to ten "Did You
Know" layouts and three locally-focused print ads for West Memphis publications
that promote positive messages about the community.
Web Development: The estimated amount includes the addition of a retail section
on westmemphis.com that will include approximately six site profiles and two to
three descriptive pages about retail in West Memphis.
Media Fulfillment: This includes the media fulfillment of ads to various media outlets
including Memphis Business Journal, Memphis Business Quarterly, Evening Times,
Good News.

Production: The above fees do not include any outside hard costs associated with
the execution of the project, such as film, printing, commissioned photography, hired
illustrators, media space, etc. Once the design phase is nearing completion, Red
