C4~VIMITTEE REPORTS
Insurance Committee -Alderman Coleman reported the Insurance Committee met and reviewed the bids for
health insurance. He said the Insurance Committee recommended the City Council approve renewing our health
insurance with CIGNA Insurance. City Attorney Peeples stated according to state statute, the mayor has
exclusive authority to award the contrail, or his designated representative. Alderman Coleman said it was his
understanding that we have a city ordinance that states the Mayor did not have the authority to spend in excess of
$20,000. City Attorney Peeples said a local orcfinance does not exceed the authority of a state statute.
Alderwoman Robinson said they were not aware of that state statute and requested a copy from the City Attorney.
City Treasurer Frank Martin said Mayor Johnson awarded the health insurance contract to CIGNA after the
Insurance Committee made their recommendation.
Public Works Committee - Alderwoman Taylor reported the Public Works Committee discussed concerns about
the overgrowth in the drainage ditches, especially the 10 Mile Bayou. They asked Barbara Owens to work with
City Attorney Peeples and ask a representative from the Drainage District to attend the next meeting to discuss
seeing if they can develop a system to get the 10 mile Bayou cleaned out. They are also planning a "clean-up
day" for the city.
PERMISSION REQUESTS
Pulliaum moved, seconded by Taylor to give permission for the Mayor to sign a contract with Eddie Brawley
Consulting Engineers, Inc., for engineering services for the Glenn Bailey Drive Project. Upon voice vote, the
voting was unanimous.
Taylor moved, seconded by Pulliaum to approve the Planning Commission recommendations as presented.
Upon voice vote, the voting was unanimous. (See attached)
Next item on the agenda was a report on the Retail Marketing 8~ Development Project by Ward Wimbish,
Economic Development Director. Mr. Wimbish reported he, along with Jim Dailey, a consultant the city hired in a
search for retail business, recently attended the Global Retail Real Estate Convention in Las Vegas put on by the
International Council of Shopping Centers. They covered more than thirteen miles at the convention, stopping to
pitch the city to every retail business at the trade show that did not have a West Memphis location. He said the
city is targeting franchise businesses that will likely range from small operations with startup costs of about
$20,000 to $25,000 to large businesses that require about $500,000 to $600,000 seed money. Mr. Wimbish and
Mr. Dailey plan to hold public meetings and release the list of franchise businesses in the next four to six weeks.
ANNOUNCEMENTS
Alderwoman Robinson asked the City Council to consider reading Ordinance O-2 the second and third time at the
next meeting when there is enough people to suspend the rules.
Alderman Pulliaum said Alderman Mondy fell and injured his leg and asked everyone to keep him in their prayers.
He also asked everyone to keep Alderman Coleman's mother in their prayers. She recently went through
surgery. The council also extended their prayers to the Derrick Handy family, Roosevelt Stokes, and the David
Coacher family.
Having no further business to come before the City Council, Councilor Coleman moved, seconded by Councilor
Taylor to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at 1:50 p.m.
