COMMITTEE REPORTS
Public Works Committee -Councilor Taylor reported they address some concerns about grass clippings left in
the streets and dumping on vacant lots. She notified the public that in accordance with Ordinance 1288, it is
unlawful for any person to dump, throw, or place garbage or trash on any vacant lot, sidewalk, street, alley or
other public place in the City of West Memphis. Any person violating any of these laws shall be deemed guilty of
a misdemeanor and therefore shall be fined. She asked that if you see anyone violating this ordinance, that they
call the West Memphis Police Department at 732- 7555 so they can see that the Ordinance is enforced.
Police Commission -Councilor Robinson reported they heard pros and cons regarding the overnight parking on
the street orclinance. She said they talked about perhaps changing the ordinance instead of there being no
parking on the streets from midnight until 6:00 a.m., to no parking from 2:00 a.m. unti16:00 a.m. They also
discussed making some provisions for overnight guests visiting from out of town and for families who are in town
for a funeral, etc., to perhaps be allowed a parking permit from the Police Department or to be exempt from
receiving a ticket. She said City Attorney Peeples is to bring back more information regarding this matter at the
next Police Commission meeting. Officer Clark Senior reported there were three officers hired, no dismissals, no
suspensions, no promotions, and there was one resignation. The West Memphis Police Department currently has
8 positions open for Patrol Officers. There are three officers in training, they are to test 21 applicants, and they
received 8 misconduct complaints during the last few months. The complaints were investigated and found io be
without merit.
Budget Committee -Councilor Catt reported the July numbers are up a little compared to July 2008. We are still
short approximately $250,000 for the year compared to 2008. They discussed the Utility budget and he reported
the Utility Department will be hiring a person in the position for "cut off" at a level #18 position within the next 30
