AN ORDINANCE ESTABLISHING GROUP HEALTH INSURANCE
BENEFITS FOR FORMER WEST MEMPHIS CITY COUNCIL
MEMBERS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION I: It is the purpose and intent of this ordinance to establish
group health inatrance benefits for former elected city council members who have served a
minimum of 'rw0 two-year terms on the West Memphis City Council.
SECTION II: Group health insurance shall be available on a voluntary
basis to all former elected city council members who have served a minimum of =t-u.~o
two-year terms on the West Memphis City Council so long as any such person shall be
eligible for participation in accordance with West Memphis contract with its health care
provider.
SECTION III: If an eligible former West Memphis city council member
elects to participate in West Memphis group health insurance plan, then any and all
premium owing for health insurance coverage shall be paid by the eligible former West
Memphis city council person.
SECTION IV: Details concerning enrollment, deductibles, effective dates,
~, and other matters of coverage shall be in accordance with West Memphis contract with its
group health insurance provider.
SECTION V: This Ordinance shall be prospective in it's application only
and it shall not be construed to be applied retroactively to impair any vested rights that
may have accrued to any West Memphis city council member to participate in West
Memphis group health insurance programs by virtue of any prior ordinance that may have
been enacted by the city council of West Memphis.
SECTION VI: All Ordinances and parts of ordinances in conflict with this
ordinance are hereby repealed.
