AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE
PURCHASE OF PANNIN IN-CAR VIDEO SYSTEMS, AND FOR OTHER
PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 authorizes the waiving of
competitive bidding in exceptional situations where competitive bidding is deemed not feasible
or practical; and
WHEREAS, the City of West Memphis has received grant funding to be used, in part,
for the acquisition of three in-car video systems for the West Memphis Police Department; and
WHEREAS, the City Council determines that competitive bidding should be waived for
the reason that the systems to be purchased are compatible with the existing in-car video
systems and software presently in use at the West Memphis Police Department and in-car video
system manufactured by Pannin Technologies, LLC, is a product of the only single source
supplier of this in-car video system to ensure compatibility with existing equipment and
software and competitive bidding under such circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS THAT:
SECTION 1. Competitive bidding is hereby waived for the purchase of three in-car
video systems, including Commander computer, camera, body-mic, in-car mic, screen, keyboard,
Crown Vic P 12 in-dash mount, tuner wiring harness and adapter, and accessories for a total cost
of $27,309.00 for the West Memphis Police Department. These items are to be purchased from
Pannin Technologies, LLC..
SECTION 2. All Ordinances or parts of Ordinances in conflict herewith are hereby
repealed.

Sole Source Justification for Pannin Technologies
LLG proposal
1. Only known manufacturer of this product
Pannin Technologies LLC has patents and copyrights on their Pannin In-Car
Video System Product.
2. Only product that will meet the requirement of the intended use
although other items exist
While there are other in-car cameras available throughout the country, none can
meet our required software specifications. Moreover, the finishing capabilities of
the Pannin equipment are unmatched at this level. Features such as thick USB
operations from MDT's, full AVL and Dispatching are unique to Pannin.
Our minimum required specification of 29.97 frames per second is not available
from over the counter or any other In-Car Camera with similar features and in a
similar price range. If the Pannin Dispatch is used we require continuous data
channel connection of MDT's to a send data to the server even while the system
is recording video and performing other jobs. This is not possible with similar in-
car camera units.
3. Only known vendor to service this type of product in this region
Only Pannin Technologies LLC can service this equipment.
Only Pannin Technologies LLC can provide maintenance contracts with rapid
response on this equipment.
Only Pannin Technologies LLC can change, modify or improve the hardware and
software to adapt to your departments needs.
4. Other specific requirements necessitating sole source purchase
Pannin Technologies LLC. designs and manufactures all Pannin products.
