AN ORDINANCE AUTHORIZING THE CITY OF WEST MEMPHIS TO
NEGOTIATE A CONTRACT WITH CONSTANCE GRAYSON, ATTORNEY
AT LAW, FOR PROFESSIONAL LEGAL SERVICES AND FOR OTHER
PURPOSES.
WHEREAS, the City of West Memphis desires to retain the services of an attorney to assist and
serve as co-counsel in current matters relating to annexation issues; and
WHEREAS, A.C.A. ~ 19-11-801, et seq., provides the method for negotiating contracts for
professional services and prohibits competitive bidding for such professional services; and
WHEREAS, based upon an examination of the qualifications and performance data available,
the City of West Memphis has selected Constance Grayson, Attorney at Law, as the person considered
best qualified and capable of performing the desired work;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS THAT:
SECTION 1. The Mayor and the City Attorney are hereby authorized to negotiate a contract
with Constance Grayson, Attorney at Law, for professional legal services to assist and serve as co-
counsel in current matters relating to annexation issues. Upon the negotiation of a satisfactory contract,
the Mayor is hereby authorized to enter into such contract on behalf of the City of West Memphis.
SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed to
