No : None . ~~ The Engineering Department reported the intersections of S. Avalon and Polk, and S. Avalon and Tyler Streets were repaired . Mayor Rodgers announced a Public Hearing on the proposed secondary treatment plant had been advertised for 2:30 p.m. ~l the meeting will be in recess until that time. Mayor: Meeting come to order. The Council will now convene in a Public Hearing in order that the public may express itself in the matter of the proposed secondary treatment for the City of West Memphis as required by the Environmental Protection Agency. Now we turn the program over to Mr. O. P. Johnson, Superint;enclent of the Utility Com- mission, who will conduct this hearing. Mr. Johnson Johnson: .~ Faison This Public Hearing is conducted so that the public can express its opinion about the proposed secondary treatment plant which is re- quired by the Arkansas Pollution Control and Ecology Commission. One of the purposes of this hearing is to discuss the environmental impact of the treatment plant and all alternatives to it. Comments from. the public are invited and solicited.' If you wish to ,make a comment on this, I am going to ask you to stand and state your name and address; and if it's a detailed comment, an answer will be mailed to you within 14 days after this hearing. At this time I would like to call on a representative from our consulting engineering firm, Bill Faison, to describe the project. My name is William L. Faison, Sanitary Engineer with Albert Switzer & As sociates, Consulting Engineers, 3150 Valley Street, Baton Rouge, Louisiana. First, I would like to introduce the other members of our firm who are at this meeting. Mr. Albert Switzer, Mr. Everett Schaefer, Mr. Ray Schne lle r, Mrs. Apple gate . The proposed secondary treatment facilities for West Memphis, Arkansas will utilize a modification of the Activated Sludge Process. These improvements are to be added to the Existing Primary Treatment Works. .~ The proposed improvements will be designed for an average flow of 4. 5 MGD. The proposed biological treatment system will utilize basically the Extended Aeration Modification of the Activated Sludge Process. (cont' d) Faison Pure oxygen will be utilized for biological respiration. The sewage will be channeled immediately downstream of the Parshall Flume to the biological reactor. In the reactor the sewage will be seeded with bioactive sludge which, in an environment of pure oxygen, will metabolize on the dissolved organic biodegradable waste contained in the sewage. Biological colonies will grow in this waste, many of which will form floc particles. The sewage flow from the reactor containing these biological particles will be conducted to the existing primary tank which will be converted to a final settling tank. The biological floc particles will be settled out in the final tank. From the final settling tank the treated sewage will flow to the existing chlorine contact chamber and be pumped to the Mississippi River with existing facilities. Sludge recirculation facilities and a means to waste the bio- logical sludge will be provided. Skimming facilities will be provided. It is proposed to provide a positive means, to pump the sludge from the settling tank to either the biological reactor or to waste. The waste sludge and scum will be pumped to a proposed sludge thickener. From the thickener the sludge will be pumped to the existing wet air oxidation treatment facility. The treated sludge will be dewatered in atmospheric drying beds. After dewatering the sludge will be spread on the site. The underflow from the drying beds will be returned to the plant influent. The overflow from the thickener will be pumped to the plant influent. The capacity of the biological reactor will be designed to treat the raw sewage combined with the two side streams described. 't'he secondary treatment facilities will be designed for an average flow of 4. 5 MGD and a combined BODS of 225 ppm. An overall plant removal of 90% of the waste load is expected. In addition, it is proposed to replace an existing fixed speed pump in lift station No. 8 with a variable speed pump to even silrges in flow to the sewage treatment plant. The estimated project cost of the proposed facility is $1 , 320, 000. An application is being prepared for an Environmental Protection Agency Federal Grant of ?5% of this estimated cost. The remaining 25% will be funded by Public Utility Revenue Bonds issued by the City. Faison (cont'd): There are no alternatives to providing secondary treatment to West Memphis sewal;e. The City has been directed to do so by the Arkansas I'ollulion Control and l~coloKy Commission. There will be no environmental effects or impacts caused by the proposed project. The project will have a beneficial impact on the environment because it will treat West Memphis sewage to the highest degree possible using biological treatment in the most cost beneficial manner. This highly treated effluent will be pumped to the Mississippi River. The proposed project will not affect land use in any way. The proposed project will be constructed on the site and adjacent to the existing primary treatment plant. The area surrounding the plant is zoned for itensive industrial usage by the planning commission. Johnson: Thank you, Biil. At this time, we would like to open the hearing for questions. I would like to ask that if you have a que s do n or comment to make would you stand, state your name and mailing address. Also, if it is factual information you want to submit to this hearin we will g have to have you sworn in using the same method. Are there any ques- lions or comments from the public at this time ? From the Council ? D. M. Grimsley: Well, I have got a comment. Looks like its going to cost us about $600, 000 more than if we had done this when we first wrote it up, accord- ing to the figures. Is that approximately right? Johnson: Right. R. T. Bently: If this treatment plant is put in, how big a city will this accommo- date ? How much will it increase our percent of land -- (Word unlegible.) Johnson: Believe I will ask Mr. Faison to.answer your question. `', Faison: Mr. Mayor, Council, the proposed secondary treatment facility is downstream or further treatment is being required over what you have at the present time. What is presently installed is what is known a~ a pri- mart' treatment plant. This will remove say, approximately 30afo of the pollution generated by the City. ~~ Faison (cont'd): The State has come along and required West Memphis along with many other cities to treat the sewage to a higher degree. So this is what this facility will do. Its purpose is not to increase the amount but to increase the capability of what you can do. r Pritchard Horton: What percent of purity do you have on your outflow after the secondary treatment plant is put on? E Faison: We're expected to seek about 90%. Go from approximately 30 to approximately 90. This will conform to Federal requirements as to the, as they are today. Grimsley: You might have answered this question a few minutes ago, because I really don't understand what you are talking about, but nevertheless, what I'm trying to find out is how, what population this treatment plant you are building now accommodates ? Up to what point? In other words, West Memphis is right now, 30, 000 more or less. Now, how big can we grow before you are going to have to make a larger treatment plant? ently: I think this won't have anything to do with the amount. This pri- mary treatment plant is the one that's going to take care of the ,treatment. This is just additional treatment, so, is that right? Faison: That's right, This is just further treatment. We are not adding to the hydraulic capacity at all, in fact this. primary plant is designed for about 45, 000. Beastly: That's what we were trying to arrive at. Grimsley: That's the figure I was wanting-- Faison: and a, (Mr. Grimsley, Mr. Beastly talking also) which is - - you get yourselves involved in these things. You try to start out to give you some load relief to get you by for a few years. So this will match the '`' capacity of what you have there now. Beastly: That was what I was trying to get a little bit ago, was, we're going to spend this kind of money right now and then in the nex,~ ten years we're going to have to come back with another million-point something. I didn't know this is just the furtherance of it -the treatment we've got down there now. I thought this was going to enlarge on the possibilities there now, not just take more out of the -- ~. ~_ Bill Smith: Your present testing facilities run BOD and ppm tests and what have you on is adequate as far as the laboratory phase down there.. Are there any further .teats required by the Environmental Protection Agency? Faison: This we don't know. What equipment is presently there is - it should be sufficient. Some of the estimate was to increase the building space somewhat to allow the lab to be more of a lab. The men are operating out of one end and the other end is the lab, so we are going to provide an office, a place for the men to work separate and the lab separate. Bill Smith: In view of the cut backs in certain branch and other Federal monies available, do you anticipate any difficulty in getting the Grant approved and money actually appropriated ? Faison: That's almost impossible for me to answer. All we can do is expedite the submission of this affidavit. Of course, all of this is part of fulfilling the requirements. We will send it in and they will review it. We can expect to get the grant. •I can see no reason why not and am certainly not going to prognosticate what they - . f`_ Bill Smith: You have had no refusals up to this date on this type of application? Faison: Oh no, no refusals that I know of. .~ Johnson: Are there any further questions ? If not, Bill '7Vlanning: My name is Bill Manning, 606 Pryor. Just speaking as a citizen. This $1 , 320, 000 Engineer's estimate of the cost involved in this job -- Johnson: Yes, Sir. Bill Manning: You're going to take bids on it? Johnson: Yes, Sir. C. M. Dickerson: Pat, I believe I heard something mentioned about a Number 8 pump, . is that No. 8 pump station? Johnson: Right, there is a, there are three pumps in there. We have one variable speed pump, and two that are cross fire type pumps that just come off and on and in one of the larger pumps, we need to get it - it o surges in our treatment plant and causing trouble there. Course these surges will involve us later on and if we can slew this out and it will flow evenly and work better. ~~~ Johnson: Are there any further comments or questions? Mayor, I would like to request that this public hearing be adjourned. Mayor Tilden Rodgers : OK, the for can a s• no further comments. I hereby declare hearing adjourned.
