MINUTES OF A SPECIAL MEETING OF THE COUNCIL OF THE CITY OF WEST MEMPHIS,
ARKANSAS, HAD AND HELD ON JULY 30, 1975•
A special meeting of the West Memphis City Council was called by the Mayor
on July 30, 1975 at 8:30 A.M. in the Mayors Office at City Hall in
West Memphis, Arkansas, for the purpose of granting authorization to
disburse Community Development funds.
The following were present: Mayor Joyce Ferguson; and Aldermen:
R. S. Cosgrove, Tilden Rodgers, Robert Bentley, Jasper King, Don Grimsley,
Aubrey Holt, Pritchard Horton, James Hightower, and Willie Lee Harris;
and City Attorney Smith. Waiver of Notice Received from Alderman Tommy Dickerson.
Absent: Alderman Dickerson.
It being determined a quorum was present, the following proceedings were
had to-wit:
Mayor Ferguson announced that it was necessary that the Mayor of the City
be authorized to authenticate signatures of the Executive Director of the
Community Development Program, the Finance Chairman of the City Budget
Committee, and the Mayors Administrative Assistant for purposes of
execution of Treasury Form GFO-7578• The Mayor asked City Attorney
Robert L. Smith to read the prepared resolution to the Council. The
resolution read as follows:

A RESOLUTION OF THE CITY COUNCIL FOR THE COMMUNITY DEVELOPMENT AGENCY OF
THE CITY OF WEST MEMPHIS, ARKANSAS, AUTHORIZING JOYCE FERGUSON, MAYOR, TO
AUTHENTICATE SIGNATURES OF INDIVIDUALS AUTHORIZED TO EXECUTE TREASURY
FORM GFO-?578
WHEREAS, it is necessary that the Mayor of the City of West Memphis,
Arkansas be authorized to authenticate signatures of the Executive Director
of the Community Development Program, the Finance Chairman of the City Budget
and the Mayorrs Administrative Assistant for purposes of execution of Treasury
Form GFO-7578•
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,
ARKANSAS, AS FOLLOWS:
1. That Joyce Ferguson, Mayor, is authorized to authenticate
signatures of individuals authorized to execute Treasury
~ Form GFO-7578, James M. Woods, Executive Director of the
Community Development Program, Robert T. Bentley, City
Council Member and Finance Chairman of the City Budget and
Richard J. Gallagher, Administrative Assistant to the Mayor.
2. A speciman signature of Joyce Ferguson, Mayor is as follows:

After discussion a motion was made by dbn Grimsley to pass the resolution.
The motion was seconded by Jasper King. The motion was passed by roll call
vote :
Aye: Aldermen: Cosgrove, Rodgers, Bentley, King, Grimsley, Holt, Horton,
Hightower, and Harris.
Nay: None.
There being no further business, the meeting was adjourned at 9:1~5 A.M.
