fire. Thereupon, Morris Fair presented the following Memorandum:
T0: The Honorable Joyce Ferguson
Mayor of the City of West Memphis and Members of the City Council
FROM: Morris H. Fair, President, UMIC, Inc. & Financial Advisor to the City
DATE: November l8, 1976
RE: Approximately $700,000 proposed Industrial Revenue Bonds {Act 9)
for Delta Case Company, Inc.
The Council is requested to give preliminary approval for the issuance of the bonds
referred to above.
Delta Case Company, Inc. has operated at 110 Jefferson Street in West Memphis since
1955. The company is one of 12 major manufacturers of wooden beverage cases in the
United States supplying the needs of the soft drink industry. Delta Case has produced
an average of x.,000 cases per day with 9l~ of production being sold to Coca Cola
bottlers within a 20 state area. The sales of Del#a Case Company have grown steadily
during the last five years to a total of approximately $1,500,000 for 197J and with sales
for 1976 expected to exceed $2,000,000. The company is owned and operated by
M. H. Castleberry and his son, Phillip Castleberry.
On July 29, 1976, a fire completely destroyed the Delta Case plant located in
West Memphis. The Castleberrys are committed to rebuilding their plant with improved
and expanded facilities. Prior to the fire, the company had 70 employees in
West Memphis and anticipates a total of 111 employees after reconstruction. The
future outlook for the beverage case manufacturing industry appears to be excellent.
The mayor and various representatives of the City have met with the Castleberrys on
several occasions to determine what the City might do to assist with the reconstruction
of their plant. We have been advised that one or more other cities have made major
efforts to attract Delta Case Company and have offered various concessions to them.
It is now necessary that the City of West Memphis determine to the extent now possible
the things that can be done to encourage Delta Case Company to remain here.
The council is requested to authorize the mayor with the assis~.nce of the City~s
financial advisor and other members of the mayorTS staff, to offer Delta base Company,
subject to the council's final approval, the following:
1- Issuance by the City of up to $700,000 industrial revenue bonds {Act 9):
2- A payment in lieu of tax by Delta Case Company covering property that will be
owned by the City as follows:
1977 00
1978 through 1979 $1,000
1980 through 198. 2,000
19~~~ through 1889 2,500
1990 through remaining term of the bond issue 3,000;
and
3- For the City engineer to devote whatever time and effort is necessary to
accomplish arrangements for disposal of solid waste by Delta Case within the
schedule of fees now established by the City.
Action by the Council is needed to determine the intent of the City even though it
is realized that the final arrangements will not be presented and approved until
sometime in early 1977. It is our hope that approval of the items outlined above
will be sufficient to cause Delta Case Company, Inc. to remain in West Memphis.
1~~

established in West Memphis, additional employees, offers from other cities, and

only the property the City owns, and pro rata share of taxes on the Lightweight
Aggregate Bond Issue the roll call vote on the motion was as follows:
