January 13, 1977 MINUTES OF A SPECIAL MEETING OF THE WEST MEMPHIS CITY COUNCIL January 13, 19 7 7 ieeting of the West Memphis City Council was 1977, at 5:00 p. m. at City Hall in West Memphis, • of Notice of Meeting was secured from each Alderman. Present were: Mayor Joyce T. Ferguson City Attorney Robert Smith Aldermen: Lloyd Woodell Charles Hampton Doug Morris C. D. Shelton R. S. Spencer R. H. Ray Roberta Jackson James Hightower Pritchard Horton Don Grimsley being a quorum. Mayor Ferguson announced the meeting had been called for the purpose of action on the application for discretionary funds of Community Development and asked for a recommendation from Alderman Horton, Chairman of the Committee appointed by the Mayor for the purpose of bringing a recommendation to the Council. Alderman Horton reported that the Discretionary Funds Committee had met with. all the members present as follows: Chairman, Pritchard Horton, Lloyd Woodell, Bi11 Spencer, James Hightower, Charles Hampton, Roberta Jackson, Mayor and Jay Woods; that this committee met on January 10, 1977, for the purpose of dis- cussing the Council position in regard to the controversy between the City and the County Mayors over whether the City should compete with the other cities of the County for the Discretionary Funds; that after a lengthy discussion, the committee adjourned to convene again on January 11, 1977. Members present on January 11 were Woodell, Spencer, Hampton, Hightower, Mayor and Woods. Alderman Horton. ~~ ~V further reported that at this meeting the committee decided to recom- mend to the Council on January 13, 1977, that the City withdraw its intent to compete with the other cities in the County for the Discretionary Fund for 1977. Thereupon Alderman Horton made a motion that the City withdraw its intent to compete with the other cities in the County for the Descretionary Fund for 1977. Upon being seconded and after dis- cussion, it was by roll call vote unanimously RESOLVED, That the City withdraw its intent to compete with the other cities in the county for the discretionary funds for 1977. Mayor Ferguson made the following appointments: Fiftieth Anniversary Committee: Roberta Jackson W. R. Spencer Pritchard Horton Jay Woods as Coordinator Don Christian as Vice Coordinator Additions to the Committee on Higher Education: Jack Brawley Bill Kes singer Ernestine Clayton (at the request of Roberta Jackson) The Mayor announced a meeting after council meeting with Lloyd Woodell, Chairman of the Higher Education Committee and invited all visiting Mayors to stay for the meeting. There being no further business to come before the Council, Alderman Grimsley made a motion the meeting be adjourned.
