WEST MEMPHIS CITY COUNCIL
APRIL 25, 1977
A recessed meeting of the West Memphis City Council was
held at ? : 3 0 p. m. , Monday, April 2 5, 1977, at City Hall in the
Council Chamber. Present were:
Vice Mayor Pritchard Horton
Aldermen:
Doug Shelton
W. R. Spencer
Lloyd Woodell
Don Grimsley
Charles Hampton -Absent
James Hightower
Pritchard Horton
Roberta Jackson
Daug Morris
R. H. Ray
Alderman Hampton being the only alderman absent a quorum was present.
Alderman Jackson .offered prayer.
Vice Mayor Horton called the meeting to order and stated the
purpose of the meeting to be to hear a recommendation from
the Steering Committee on Higher Education on the community college
issue. Alderman Grimsley made a motion that the meeting recess
for a meeting of the Steering Committee. Alderman Ray seconded
the~notion and upon voice vote, being unanimously carried, Vice
Mayor Horton recesssd the meeting for the meeting of the Steering
Committee.
Vice Mayor Horton called the~n.eeting back to order at 7:50 p. m.
and asked Alderman Woodell, Chairman of the Steering Committee
if he had a recommendation from the committee. Alderman Woodell
made a motion that the recommendation of the Steering Committee on
Higher Education to pursue and accept the offer of Arkansas State
University to come to West Memphis with classes in higher education,
including graduate courses, be approved by the City Council. Alder-
man Ray seconded the motion and after discussion and upon roll call

vote, it was unanimously
RESOLVED, That the West Memphis
City Council hereby approves the recom-
mendation of the Steering Committee on
Higher Education to accept the offer from
Arkansas State University to come in with
classes in higher education, including
graduate courses.
Alderman Ray made a motion that Alderman Woodell be
instructed to contact Dr. Ross Pritchard the following moring and
give him the information advising him of council action and follow
up with a letter to Dr. Pritchard. Upon motion being duly seconded
and roll call vote, it was unanimously
RESOLVED, That Alderman Woodell is
hereby instructed by the West Me mphis
City Council to contact Dr. Ross Pritchard
and advise him of council action and to
follow up with a letter.
Alderman Woodell made a motion to adjourn. Upon motion
being duly seconded and unanimously carried, Vice Mayor Horton
adjourned the meeting at 8:30 p. m.
