AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR THE
RETROSPECTIVE CONVERSION OF THE CATALOG AND CIRCULATION
SYSTEM FOR THE WEST MEMPHIS PUBLIC LIBRARY AND FOR OTHER
PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, the West Memphis Public Library is seeking to retrospectively convert its
catalog and circulation system to a machine readable format; and
WHEREAS, the information resources held by the West Memphis Public Library are of
great value and they should be handled by the most expert service providers in order to protect
such resources and to best serve the community and competitive bidding under such
circumstances would not be feasible or practical; and
WHEREAS, after consulting with the Arkansas State Library, reviewing service provider
performance records and considering the recommendations of other libraries within its
development district the West Memphis Public Library recommends that the conversion can best
be accomplished by contracting with Ameritech Library Services and its subsidiaries; and
WHEREAS, Ameritech Library Services and its subsidiaries are experienced in the
conversion of such resources, having assisted Mid South Community College and the Jonesboro
Public Library with similar projects;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT:
SECTION 1. Competitive bidding be waived for the following item or services to be
used by the City, described as follows:
The retrospective conversion of the West Memphis Public Library's catalog and
circulation system to machine readable format to be performed by Ameritech
Library Services and its subsidiaries.
SECTION 2. All Ordinances or parts of Ordinances in conflict herewith are hereby
repealed.
