AN ORDINANCE TO AMEND ARTICLE III, SECTION I, PARAGRAPH B, #1,
AND ARTICLE V, SPECIAL PROVISIONS, SECTION 1 OF THE ZONING
REGULATIONS ADOPTED BY ORDINANCE 1258 AS AMENDED, AND FOR
OTHER PURPOSES.
WHEREAS, after public hearing upon due notice and publications, pursuant to Article
III, Section I, Paragraph B, #1, of the zoning regulations adopted by Ordinance 1258, as
amended, the Planning Commission has approved and recommended for adoption the proposed
amendments to the zoning regulations adopted by Ordinance 1258, as amended, to allow mini-
storage units as an accessory use to apartments, with a Special Use Permit in a R-4 District
subject to Article V, Section 1, Paragraph A (#1-14);
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF WEST
MEMPHIS, ARKANSAS:
SECTION I. Article III, Section I, Paragraph B, #1 of the zoning regulations adopted by
Ordinance 1258, as amended, is hereby amended to add the following designation to allow mini-
storage units as an accessory use to apartments, in the following Residential District by Special
Use Permit:
Mini-Storage, subject to Article V, R-1 R-2 R-3 R-4
Section I, Paragraph A (#1-14). SP
SECTION 2. Article V, Special Provisions Section 1 of the zoning regulations adopted
by Ordinance 1258 as amended is hereby amended to add the following subsection, Paragraph A
(# 1-14):
(A. Mini-Storage units may be allowed as an accessory use to apartments in a R-4 District,
subject to the following regulations:
1. One acre minimum lot size;
2. All paved surface, except for 10% required green space/landscape area;
3. Screening adjacent to residential zoning districts: 7 foot solid fence and landscaping;
4. Maximum lot coverage of 50%;
5. Lighting to be located and directed away from residential areas;
6. Gated key card/punch access required;
7. One story structure height limit;
8. No freestanding signage allowed;
9. Type of construction to be compatible with surrounding structures;
10. One storage unit defined as 150 sq. ft. storage unit per apartment;
11. Mini-storage is an accessory use with a minimum of 30 multi-family units;
12. No exterior RV parking;
13. No outside storage;
14. Design Review Commission approval required.
SECTION 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
