AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF A NEW FIRE TRUCK, AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the City of West Memphis and the West Memphis Fire Department are in
need of purchasing a new fire truck and E-One has quoted a price of substantial savings and the
price can only remain firm until January 30, 1998, and competitive bidding under such
circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City,
described as follows:
The purchase of a new fire truck from E-One for the price of $285,120.00.

Dear Chief Norris:
This letter is in reference to your question of "tagging"
on an E-ONE fire apparatus per the Memphis Bid Order. It
is with pleasure that I can inform you that, after contacting
E-ONE, they have given their approval.
As you know, the final bid price for Memphis was a total of
S261.370.00~ per unit. This pricing is at the 1996 ieve~,,,~
and has a considerable discount due to the fact that they are
purchasing two units.
~~~~ This same apparatus on the 1998 ~yel pricing would be
approximately S345j9~~00. resulting in a savings of
584,548.00. to the City of West Memphis. These savings are
a result of two years of 5$ increases per year, plus the
added benefit of "tagging" on to the deeply discounted
Memphis units allowing you this substantial savings!
k ~ What this in essence means for the City of West Mei;tphis, is
that you will get an E-ONE fire apparatus per the attached
detailed E-ONE - LEECO specification sheets at this greatly
reduced, discounted, delivered price of only 5261370.00.

In order to assure you that the above apparatus will be
constructed to meet your special requirements, a pre-build
conference and apparatus inspection trip would be required.
These trips to the factory would be financed totally at the
expense of LEECO, INC. (as the E-ONE Dealer for Arkansas) and
the City of West Memphis would incur absolutely no charges.
If an order is placed for this unit as soon as possible,
delivery will be made in approximately 210 days or less,

September, 1998.

pricing, would be a City of West Memphis Purchase Order,
