The meeting adjourned at 2:55 p.m. t: ~-Vn, ~G' SECRETAR CINDY EA At this same time two years ago, after being in the Mayor's Office for less than a month, I spoke about optimism, future plans, identifying problems, establishing priorities and in some cases, remedial solutions to big problems our city faced. Mainly this first state of the City Report dealt with identifying deficiencies in City Services which needed to be tackled immediately. As you will recall, our sanitation Department was in disarray, our Police Department undermanned and our Fire Department efficiency suffered with equipment breakdowns, low morale and other serious limitations. ~. Last year at this time I recapped our progress, especially the bold plans of our City Engineer, Ward Wimbish, in tackling our dreadful drain- age situation. The report also promised action to improve our Parks and Recreation facilities, strong utilization of available funds to promote an Office of Economic Development, designed to attract new jobs to West Memphis. Now I am before you once more to discuss the state of our city and I am pleased to note that many of these past problems are behind us and that we are now working on longer range issues. We are moving forward. We are creating a better community. We are ~vorking together. Not just planning or hoping or trying..... We are doing it... as a team with enthusiasm... with confidence... with success. And it's not just an effort by a few. I see the fine qualities of Leader- ship and a can-do attitude on this City Council and almost everywhere in our .,ity. Our Parks and Recreation System is on a path to becoming a model for Arkansas. Our Police and Fire Department's training programs, New Manage- ment Systems and commitment to professionalism are better than ever before. service quality has improved to desirable levels. Our Utility Department continues to be the envy of communities ten times our size. Everywhere one looks, the city's physical appearance is improving. Our )esign Review Commission, Code Enforcement Department, private citizen Iroups and local property owners are all responding admirably to this need. ;lean up in the aftermath of the tornado and floods in late 1987 has, as ve intended, resulted in not just restoration, but improvement. Our city's Economic Development Program is now underway, under fine _eadership. Both the media and business decision makers are taking notice ~f the qualities our .city has to offer. The success of this effort lies in ~ long term commitment, but early indications are that we can view the ~uture, not just with optimism, but with confidence. There are literally dozens more highlights that deserve to be cited end a series of reports will be published in the next weeks, detailing >y department the Milestones achived and the outlook for 1989. This series rill include a recap of the city's 1989 operating budget, which demonstrates quite well that our city is going to continue to be run on a business like >asis. r-, ;; ~., .. When elected as Mayor, I promised to address problems not from a standpoint of politics and popularity, but to approach this task with a long term, solid, businesslike outlook for the right thing to do. Our obligation as the elected leadership of this community is to look to the future, to address problems with permanent solutions and to be mindful of what is right, fair and practical. t It pleases me greatly to say that this credo is serving our community well. I thank everyone who has been a part of our progress for their sincere and generous commitment to the public good. Together we can do the right thing. Together we are strong. Together we are moving forward. Thank You I ~! ~_ U NI' U! -~ ~-I O w ~/ m x ~ ~ ~ E u ~ .~ fj ,~ N s.i _ ~ ~ ~ ~ C~`' N ~ ~ ~ ~1 ~ ~ ~ ~ ~` ry _ ~ -~{ i~ ~ JJ"a ~ ~_ ~ ~ ~ ~ .. °J ~ y _ \ n .9 - .
