additional clean up in their wards and that would be a good day to coordinate some of the wards.
He asked that anyone interested to let him know so that we could coordinate with churches and
civic organizations and flyers could be distributed. He also encouraged the city council that
would like their wards cleaned, to please be present on that day.
Frank Martin reported old records were shredded today for three hours.
Alderman Pulliaum asked who the Budget Committee Chairman was. Mayor Johnson stated
they would have to set up a meeting to do that. They were to meet immediately following the
council meeting.
Councilor Taylor reminded the council that West Memphis is still participating in Project Impact
to make West Memphis a disaster resistant community. University of Memphis and Paul Luker
with Planning & Development are to present the All Hazards Analysis that would include some
mitigation measures and at some point before 2004, the City Council will need to approve a
mitigation plan for the city to continue receiving mitigation funds. This meeting will be held at
4:00 p. m. at Crittenden Memorial Hospital Schoettle Center.
Councilor Robinson said there has been a manufactured home moved in her ward on Holiday
Drive & McAuley Street and asked Paul Luker to explain the policy's regarding manufactured
homes. Mr. Luker explained The Manufactured Housing Association has a very powerful lobby
and have been able to pass some federal laws that "handcuff' local communities into trying to
prevent those type structures being placed in our communities. However, we have adopted
some local codes, that are allowable, that address the esthetics of the manufactured home such
as they have to have a pitched roof, a front door, a porch, and all other requirements such as a
driveway and a sidewalk, if the lot does not already have one, and they have to meet our
specifications such as site set back requirements. Discussion was held regarding the
enforcement of all of the requirements before they receive their certificate of occupancy for
utilities. Mr. Luker stated they have had a problem with people moving in before they were
suppose to with temporary power.. David Peeples, City Attorney stated it would require effective
enforcement of that which would mean cutting off utilities. Councilor Felton stated there is an
enforcement problem with certificate of occupancy's. Mr. Luker asked Mr. Felton to give
Planning and Development the addresses of any one that he feels does not meet the code and
they will look into them.
CITIZENS REQUESTS None
Having no further business to come before the council, Councilor Pulliaum moved, seconded by
Councilor Holt to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned
at 2:25 p.m.
