within the Street Department Budget and was not an increase in the budget. The motion was seconded by

Chamber Member of the Year, and West Memphis Utility was awarded Large Business of the Year. They were

season. The High School Football Coaches will operate the concession stand for the High School baseball and
softball games and the Park staff will operate for the West Memphis Christian baseball games. The roads at
Tilden Rogers Park are in desperate need of repair. Mayor Johnson is going to work them into the city over-lay
program. There has not been any word on the grant application. Representative Keith Ingram is continuing to
work with the State Game and Fish Department to locate funding for the erosion problem at John Gammon Lake.
They hired Terry Howell to bring in baseball and softball tournaments, which will have a positive effect on our
local economy.

million over the next 5 years. The Commission awarded the low bid for the 2010 mowing contract to Pro-Turf
Management. The 2010 Airport Farm Lease has been awarded to SueMac Farms owned by Bill McAuley III.
They congratulated MSCC for their announcement of an Airframe & Powerplant School. This will be a great
addition to their curriculum and will provide opportunities for students to gain employment in the aviation field.

WEST MEMPHIS, ARKANSAS
COI~~ViUNITY DEVELOPMENT BLOCK GRANT
ENTITLEMENT PROGRAM
FINAL STATEMENT OF COl~I)VIUNITY DEVELOPMENT OBJECTIVES
AND PROJECTED USE OF FUNDS
B-2010-MC-OS-0009
Introduction:
The U. S Department of Housing and Urban Development (HUD) has designated
the City of West Memphis, Arkansas as an Entitlement City under the Community
Development Block Grant (CDBG) Program as authorized by the Housing and
Community Development Act of 1974, as amended. As an Entitlement City, West
Memphis will receive a specified amount of funds annually for use in carrying out a
variety of auspices of the CDBG Program West Memphis will be entitled to receive the
annual grant so long as its performance is in accordance with statutory and regulatory
requirements of the CDBG Program and HUD.
This Final Statement of Community Development Objectives and Projected Use
of Funds has been prepared by and is subject to modification through a process which
affords maximum public accountability and citizen participation. The Community
Development Agency of West Memphis conducted a public hearing on January 25, 2010
to receive citizen recommendations on the scope of the CDBG Program. A second
public hearing was held on March 1, 2010 to allow citizens the opportunity to respond to
the requests for funding.
The Final Statement was prepared and made available to the public prior to its
being submitted to the Little Rock Area Office of the U. S. Department of Housing and
Urban Development. The City Council approved the content of the Final Program at its
regular meeting on March 18, 2010. Moreover, copies of this Final Statement and any
modifications thereto will be available at the offices of the Community Development
Agency of West Memphis, 205 South Redding Street, during normal business hours,
Monday through Friday.
The City of West Memphis looks forward to the Entitlement Community
Development Block Grant Program and hopes to continue providing meaningful site
improvements and various community development activities that are essential to
revitalizing our neighborhoods and providing benefits primarily for low and moderate
income persons within the community. The City recognizes that there are needs for
community development and public improvements in many parts of West Memphis and
that there are not sufficient funds available to satisfy all, or even a majority of these
acknowledged needs. The City continues to strive toward implementation of a well
conceived community development program that truly maximizes benefits for low and
moderate income persons and/or eliminates slum and blight and prevents the recurrence
of blighting influences.
Statement of Community Development Objectives:
The following community development objectives will be addressed through
implementation of the CDBG Entitlement Program.
1. To improve housing conditions available in the community, especially those
which provide housing for low and moderate income persons.
2. To provide for public facilities improvements including street projects,
drainage projects and neighborhood facilities in areas that are concentrated
with low and moderate income persons.
3. To minimize displacement of site occupants through the carrying out of
projects and activities, recognizing that should displacement occur, technical
and financial assistance to relocate the displacee in replacement housing within
his/her economic means will be provided in accordance with the stipulations of
the Uniform Relocation Assistance and Real Property Acquisition Act of 1970.
Projected Use of Funds:
The City of West Memphis will receive $420,223 under the FY2010 Year CDBG
Entitlement Program. If less than this amount is received, the costs and scope of the
projects described herein will be adjusted accordingly. An alternative would be to
eliminate all or part of one or more projects from the proposed program. If more than
this amount is received, the additional funds will be added proportionately to the line
items described herein where such funds will remain until or unless they are required for
another project activity.
The following activities have been designed and will be implemented within the
proposed FY2010 Program by the Community Development Agency based upon
previously approved and planned activities and citizen involvement. It is understood that
these activities may be revised in the future by the City Council of West Memphis,
Arkansas as a result of the continuing citizen participation planning process.

REMARKS:
STATE OF THE CITY
2009 was the most turbulent year we have experienced during the 11 years I have
been Mayor. The local, state and national economy has been exposed to near fatal
disaster, and the goal of each day has been survival.
We were able to balance our general fund budget by the transfer of accumulated,
non-restructured funds from four other City departments. The general fund had revenues
of $16,377,853, and expenses of $16,371,839 for 2009, leaving a balance of $6,013. Our
entire City budget included revenue of $60,847,091 and expenses of $58,407,355, with a
remaining balance of $2,439,736.
I have chosen to enclose the attached Residential Electric Bill Comparison for
your inspection. This speaks loudly as to the outstanding performance of our Utility.
They offer outstanding rates, excellent service, and still continue to show a small margin
of revenue over expenses.
I have also enclosed reports from the A& P Commission and the Main Street
Organization. These will assist you in understanding their importance in our community.
Our Police and Fire Departments continue to provide excellent protection to our
citizens. The Police Department has continued to lower crime rates in critical areas
despite budget constraints. The Department agreed to freeze five positions in 2009, and
still operated within budget while serving our community. We experienced 2 homicides
in 2009, which is excellent when compared to the era before Chief Paudert.
The Fire Department continues to maintain the excellent Class II rating, even with
budget constraints. Our ambulance collections are at an all-time peak, and a considerable
portion of this increase is due to the collection efforts provided by Crittenden Regional
Hospital.
We were pleased to announce the grand opening of the beautiful new Comfort
Suites. We have also- experienced a valuable new remodeling and construction by
Awesome Products. This company has completely remodeled the existing facility
located at 251 South 7~' Street, and they have also added a significant addition to their
existing facility at 110 East Jefferson. We expect an additional new and exciting
announcement from this company in the near future when details are completed.
We have survived 2009 with no layoffs of our valued employees, but 2010 offers
even more challenges. Times continue to be difficult, and all our associates are making
sincere efforts to insure our success in 2010 and forward. We still face the hard, cold
facts that we continue to face possible financial diff culties in this current year.
We have much to be proud of and thankful for, so let us count our blessings.
