WEST MEMPHIS CITY COUNCIL
MARCH 15, 2007
A regular meeting of the West Memphis City Council was held on Thursday, March 15, 2007 at
1:30 p.m. in the City Council Chambers at City Hall, 205 S. Redding, West Memphis, Arkansas.
Mayor Johnson called the meeting to order at 1:35 p.m. Invocation was given by Reverend David
Denton of Calvary Church in West Memphis. Phillip Para, City Clerk, called the roll. Those
present were: Mayor ~Jliam H. Johnson, City Attorney David Peeples, City Treasurer Frank
Martin, and Councilors, James Pulliaum, Ramona Taybr, Herman Coleman, Marco McClendon,
James Holt, Chester Peeples, Phillip Carter, and Lorraine Robinson. Absent: Councilors Helen
Hams and Clarence Davis. Quorum being present, Mayor Johnson proceeded with the meeting.

Bids for Sanitation Department -trucks, West Memphis Muniapal Airport -grass cutting,
Municipal Property -grass cutting, Mid-America Industrial Park -grass cutting, were opened and
tabulated at 1:00 p.m. Copies of the tabulation sheets were given to the City Council.
Councilor Taylor moved seconded by Councilor Coleman to accept the bids and refer Sanitation
bids to the Public Works Committee, the Airport grass cutting bids to the Airport Commission, and
Municipal Property and the Mid-America Industrial Park grass cutting to Administration for final
disposition. Upon voice vote, the voting was unanimous. The motion carried. (See attached)

In Pre-Council Meeting it was discussed there was an error in the minutes of March 1, 2007
reflecting that James Pulliaum voted "yes" and was also listed as being absent from the vote.
The error was corrected showing that Pulliaum was absent from the vote.
Councilor Pulliaum moved, seconded by Councilor Taylor to dispense with the reading of the
minutes of March 1, 2007, and approve as corrected. Upon voice vote, the voting was
unanimous.

2nd Reading An Ordinance to amend Section 2.82.020 of the West Memphis Municipal Code
regarding the residency requirement for City Employees and for other purposes.
City Attorney Peeples read the Ordinance for the SECOND time.

R-1 A Resolution certffying the amounts of liens imposed on certain properties for demolition
contracted by the City of West Memphis pursuant to Ordinance 1141.
A motion was made by Robinson, seconded by Peeples to remove the Resolution from the
agenda and table indefinitely. Motion carried by unanimous vote.
PERMISSION REQUESTS
A motion was made by Robinson, seconded by Taylor to approve payment of $91,571.26 to
APAC Tennessee for project taxiway widening project at the airport. Motion carried by
unanimous vote.
A motion was made by Taylor, seconded by Coleman to approve the Planning Commission
recommendations. Motion carried by unanimous vote.
A motion was made by Pulliaum, second by Taylor to add Alderman McClendon's disbursement
of dog track charity funds to the agenda with the other aldermen's and approve as submitted.
Motion carried by unanimous vote. (See attached copies)
COMMITTEE REPORT8
Mayor Johnson reported for Alderrnan Davis on the Personnel Committee and the Utility
Commission meeting. Personnel Committee discussed non-uniform pension and the Utility
Commission approved the low bids and approved contract with Sorrell Engineers for the water
tank on the east end of town.
Alderman Coleman reported the Fire Commission discussed vacation, comp time and sick leave
abuse, construction at Station 4, and discussed funding possibilities for a new station on the west
end of town by the airport and the possibility of including a training facility at that site.
Alderman Holt reported the Park Commission discussed the baseball tournaments scheduled in
West Memphis and the economic impact they bring. They are working with the Advertising and
Promotion Commission to let the local restaurants and hotels know when the tournaments will be
held so they will be prepared. Councilwoman Robinson asked about the operation of the
concession stand at Tilden Rogers Park. Holt said it is now being run by the West Memphis Boys
Club and if she wanted to check on another organization operating it, she needed to come to the
next meeting which will be the third Wednesday at 5:00.
Alderman Puiliaum said when he was running for Alderman he promised that he would have
community meetings and the first is scheduled April 2"d at 6:30 p.m. at City Hall.
Alderman Coleman said Ward 5 will be having a meeting and the time and place to be
announced.
Having no further business to come before the City Council, a motion was made by Puiliaum,
seconded by Robinson to adjourn. Upon voice vote, the voting was unanimous. The meeting
adjourned at 1:50 p.m.

I. The City of West Memphis Planning Commission recommended to table
Comprehensive Plan Chance, Application Case# COMP-Ol-07, until the next regular
meeting. 'This property is located at approximately 201 S. 7 Street.
II. The City of West Memphis Planning Commission recommended to table
Rezone Application Case #2x01-07, until the next regular meeting, for the property
located at approximately 201 S. 7 Street.
III. The City of West Memphis Planning Commission recommended to table
