AN ORDINANCE APPROVING REPORT OF BOARD OF
IMPROVEMENT AND APPOINTMENT OF ASSESSORS;
DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES
WHEREAS, the Board of Commissioners of West Memphis,
Arkansas Petro Road Improvement District No. 1 has made due report
that the members thereof have qualified for office and have
organized, have formed plans for the construction of improvements,
,; have estimated the costs thereof, and have recommended the
appointment of assessors;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of West Memphis, Arkansas:
Section 1. That the Report of the Board of
Commissioners on plans for the improvements and the estimated
costs thereof be, and they are hereby, approved.
Section 2. That Dorothy Foster, Dave Thomas and Doug
Morris, all being residents of the City of West Memphis, Arkansas,
are hereby appointed assessors of the District.
Section 3. The improvements for which the District was
established are needed immediately and cannot be accomplished but
for the action to be taken by the District. Therefore, an
emergency is declared and this Ordinance, being necessary for the
public peace, health and safety, shall be in effect upon its
passage and approval.

REPORT OF BOARD OF IMPROVEMENT
WEST MEMPHIS, ARKANSAS PETRO ROAD
IMPROVEMENT DISTRICT NO. 1
The Board of Improvement of West Memphis, Arkansas Petro
Road Improvement District No. 1 hereby reports to the City Council
of the City of West Memphis, Arkansas as follows:
1. The members of the Board have qualified for office
by taking and filing their oaths as required by law.
2. The Board has engaged the firms set forth below to
serve the District in the capacities indicated:
Engineer: Sorrell Consulting Engineers
Assessment Saig Company
Consultant: West Memphis, Arkansas
Underwriter: Stephens Inc.
Little Rock, Arkansas
Counsel: Sloan, Rubens & Peeples
West Memphis, Arkansas
Bond Counsel: Friday, Eldredge & Clark
Little Rock, Arkansas
3. The Board has caused plans to be formed for the
improvements for which the District was organized. The total
estimated cost of the Improvements is $1,000,000 (including costs
of construction, engineering, costs, contingencies, costs of
financing and costs of establishing reserves).
4. The Board has elected James A. Cardwell, Sr.
Chairman of the Board and Martha Evonne Cardwell Secretary of the
Board.
5. The Board has nominated and requests the appointment
of the following persons as assessors for the District, each of
whom is an elector of the City of West Memphis, Arkansas:
Dorothy Foster
Dave Thomas
Doug Morris
