CITIZENS REQUESTS
Ashley and Cynthia Pearcy - co-owners of Rely-A-Pawn in West Memphis spoke against the police commission's
recommendation to amend the ordinance that would require pawn shop owners to wait thirty days instead of
seven days before selling pawned items. They said the negative connotation of pawn shops providing criminals
an outlet for stolen goods no longer exists. They said they go even further than state law requires by making a
copy of every customers ID and getting a thumb print and signature on the original copy of their pawn or buy form.
They asked that if the city extends the time period, to make it a more reasonable time period like fourteen days.
COMMITTEE REPORTS
Public Works Committee -Councilor Taylor reported they heard two complaints, which the staff resolved and
heard a report from the City Engineer, Philip Sorrell on Glenn Bailey Drive. Mr. Sorrell said the project should
finish on time.
Airport Commission -Councilor Robinson reported the design phase of Taxiway A rehabilitation is underway and
on schedule. The geotechnical data is being collected this week. FAA installed a Sensaphone at the Middle
Marker. This equipment monitors the ILS for system failure. Should there be an interruption in signal for the
Glide Slope, Localizer or DME, it dials FAA for expeditious maintenance. The Ford Tri-Motor Event was a big
success! 380 people took rides in the vintage 1929 aircraft last weekend.
ANNOUNCEMENTS
Mayor Johnson announced the Business Expo is going on at the mall until 5:00 p.m. Business after Hours will be
afterwards from 5:00 until 7:00 p.m.
Councilor McClendon asked the Police Department if someone is concerned about their window tinting being too
dark, can they go by the Police Station and have it checked. Assistant Chief Donald Oaks said they will check
anyone with concerns and if they are in violation, they will be given a time period to have it fixed without getting a
citation. They will also go to an event where several people would be there to be checked.
Having no further business to come before the City Council, Councilor Pulliaum moved, seconded by Councilor
Robinson to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at 2:00 p.m.
PASSED and APPROVED this ~.~ day of October, 2010.
