GARBAGE FEE POLICY
1. The current policy of the Public Works and Finance Departments for both
commercial and residential users is that if there is a utility connection, a garbage
fee will be assessed. The only exceptions to this are:
a) If the residence or business is empty and the power is on, no fee would be
collected provided the water is disconnected by West Memphis Utilities.
b) Commercial Fee Waiver: A business can present a signed contract from an
independent provider, and have the garbage fee removed from the utility
account.
2. Refunds for Overbilling: When there has been a City billing error, we refund
a maximum of three prior months of charges. Any requests for more than three
months are referred to the Public Works Committee and City Council.
3. Shared Dumpsters: Commercial accounts with central pickup -- malls and
other commercial business centers where multiple accounts exist, may be
provided a central pickup location or locations for dumpsters. For shared
dumpster garbage service, each utility account will be charged the minimum $30
commercial garbage fee.
4. If the account is a housing or apartment complex with the management
paying the charge based on the number of dumpsters, we do not charge the
individual residents.
5. If the account is a commercial business center with management/landlord
paying the charge based on the number of dumpsters, we do not charge the
individual account.
6. We do not supply dumpsters for construction material, nor do we supply
dumpsters to single residences.
7. Churches: If a church uses cans, they are charged at the residential rate.
Churches that use dumpsters are charged at the regular dumpster rate.
OPERATIONAL PROCEDURES
To further ensure proper service/charge, the permitting department will present a
"rate sheet" to a new commercial customer at the time of deposit, and the
customer will determine what service they need. That information will then be
transmitted to data processing.
When a change is made in the field, that information should be communicated to
Public Works.
Inventory Information: The Superintendent is currently working on locating all
City dumpsters in the City and verifying that the user is being charged the
appropriate garbage fee and a signed user agreement exists. This information,
when complete will be maintained in a database on file with Public Works.
