COMMITTEE REPORTS
Budget Committee -Councilor Catt said each City Council member should have received a copy of the
Audit Report from the fiscal year of 2009. Councilor Catt made a motion, seconded by Councilor
Pulliaum to refer the Audit Report from the fiscal year of 2009 to the Budget Committee to review the
deficiencies, work with the Administration to correct them, and bring back to the City Council for approval.
Upon voice vote the voting was unanimous.
Public Works Committee -Councilor Taylor reported the City Engineer is still working with the contractor
on a problem related to surface grinding for ride smoothness on Glenn Bailey Drive. The design of
Southland Drive is complete. They are interviewing engineers for the construction engineering phase and
are expected to make a selection within two weeks and start advertising for bids by March 1, 2011.
Ingram Blvd plans have been submitted to AHTD for review, and then they will begin the bidding process.
Bids have been advertised for two new sanitation trucks (1) frontloading (dumpster use) and (1) rear
loading garbage truck. Bids will be received February 17, 2011. They had a request from a private
business asking for a donation of our remaining recycling equipment. The city engineer advised that the
West Memphis Municipal Code says the mayor has the authority to dispose of city property up to $5,000
in value. Any equipment or supplies valued over $5,000 must be disposed of through the competitive
bidding process. Items under $5,000 could be donated but not to an individual business. The rest of the
items are over $5,000 and must be disposed of through competitive bidding.
Police Commission -Councilor Robinson reported they did not have a quorum but they discussed
concerns with police cars riding up and down our streets in pursuit without their sirens on. They also
discussed the need for new cars, cameras and laptops and the possibility of borrowing the money from
West Memphis Utility to purchase these items.
Councilor Pulliaum made a motion, seconded by Councilor Taylor to authorize the purchase of ten (10)
new police cars equipped with cameras and to finance the purchase. Mayor Johnson said they met with
grant writers in an attempt to purchase the cars with a grant. They were told they would not be able to
get the grant, so they will have to purchase the vehicles. Upon voice vote, the voting was unanimous.
Councilor Coleman reported that a young man approached him and said he was stopped by the police for
a traffic violation and the policeman got out of his car with an assault rifle. Mayor Johnson said the policy
is the assault rifles are to be left anchored in the car unless there is probable cause to bring them out. He
said if Councilor Coleman wanted to give him the name or an address he would check and see what took
place.
Councilor Catt asked that when the Police Commission look into purchasing upgrades for the cameras
they have now, that they also look into purchasing the hardware necessary to be able to keep the tapes
for three years.
Councilor Coleman praised the West Memphis Utility linemen that restored power at one of his rental
units. He said they went above and beyond to get the power back on due to the extreme cold.
Mayor Johnson passed out the 2011 appointments to the Public Works Committee, Budget Committee,
and Personnel Committee. He said these needed to be made by the 10th of the month and he will make
the other appointments prior to the next meeting. (See attached)
