Mr. James Hightower, 300 South 17th Street, West Memphis,
Arkansas, was elected to the West Memphis City Council in
November, 1970; and, served for a period of twelve (12) years
on the West Memphis City Council with distinction.
During the twelve (12) years that James Hightower served
as Alderman from Ward Five (5), he had one outstanding
characteristic, and that was, "HOW WILL IT AFFECT WARD FIVE (5)?"
Some of the many accomplishments that James Hightower
was instrumental in securing for West Memphis, Arkansas and
his Ward, were the Neighborhood Facility Center and the paving
and surfacing of Thirteenth (13) and Fourteenth (14) Streets,
and Jackson Avenue, and many other streets that were badly in
need of repair and where improvement was essential, which
are too numerous to mention.
James Hightower served on many committees where his
talents and judgment contributed towards the government of
West Memphis, especially, the Small Claims Committee where
he endeavored to give all people compensation where the
claims were justified,
Mr. Hightower, after twelve (12) years of servi.~Q
elected to retire from City Government. His presence is
greatly missed; and, it is with regret that the city loses
the services of a dedicated public servant.
