A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS AUTHORIZING THE FILING OF AN APPLI-
CATION FOR FUNDING UNDER THE URBAN DEVELOPMENT ACTION ~
GRANT PROGRAM, riAKING CERTAIN ASSURANCES TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND AU-
' THORIZING THE r1AYOR OF WEST MEMPHIS TO CERTIFY THE
~ CONTENTS OF THIS RESOLUTION
WHEREAS, Part 570 of Title I of the Housing and Community Development
Act of 1977 (P,L. 93-383) provides for funds to assist distressed cities in
carrying out special economic development and revitalization activities
through the Urban Development Action Grant (UDAG) program; and
WHEREAS, the City of West Memphis, Arkansas qualifies as a distressed
city under the UDAG program criteria promulgated by the U.S. Department of
Housing and Urban Development; and
WHEREAS, the City of West Memphis, Arkansas desires to offer economic
development and revitalization incentives to Three Rivers Plywood, 601 East
Barton, West Memphis, Arkansas to make it feasible to commence the manufac-
ture of plywood and related activities and employ approximately sixty (60)
persons.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
1. That the Mayor of West *tmphis is hereby authorized to file an
application for UDAG funding with the U.S. Department of Housing and Urban
Development on behalf of Three Rivers Plywood and to submit all necessary
~ ~ forms, documents, maps, and assurances and to execute all deeds, documents,
contracts, and other instruments necessary to facilitate the implementation
of the project activities addressed in the UDAG application.
2. That the City of West Memphis, Arkansas assures the U.S. Department
of Housing and Urban Development that the City will comply with all require-
ments relative to public notification of the filing of the UDAG application.
3. That the City of West Memphis, Arkansas makes the assurances and
certifications required by the U.S. Department of Housing and Urban Develop-
ment relative to the UDAG program as contained in the UDAG application
package, Part IV, Assurances, and attached hereto.

4. That this Resolution shall take effect immediately.
