RESOLUTION NO. 679
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS, ESTABLISHING GUIDE-
LINES AND APPROVING FOR IMPLEMENTATION THE
HOUSING ASSISTANCE PROGRAM OF THE CITY OF
WEST MEMPHIS, ARKANSAS.
WHEREAS, the City of West Memphis has been awarded a grant from
the U.S. Department of Housing and Urban Development
Under the provisions of the Small Cities Program of the
Community Development Block Grant Program as authorized
by the Housing and Community Development Act of 1974,
as amended by the 1977 Act; and
WHEREAS, in addition to various public works and capital improve-
ment projects, the grant includes provisions for Housing
Assistance Grants to eligible homeowners residing within
the "Target" area as defined in the City's grant applica-
tion; and
WHEREAS, the City Council of the City of West Memphis realizes
that certain procedures and guidelines must be establish-
ed for the proper and effective administration of the
Housing Assistance Program in accordance with the
requirements of the U.S. Department of Housing and Urban
Development.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARI{ANSAS: THAT,
1. The Housing Assistance Program of the City of West
Memphis, Arkansas, is hereby approved for implement-
ation by the Community Development Agency of the City
of West Memphis in accordance with the established
Housing Assistance Program Guidelines.
2. The amount of the Housing Assistance Grants shall be
determined by the applicant's family income and family
size based on the HUD Section 8 Program family in-
come and family size limitation f_or the West Memphis
area and in accordance with the Program Guidelines.
3. All structures rehabilitated through the use of
Community Development Block Grant monies shall be
brought into compliance with the Southern Standard

Housing Code, as adopted by the City of West Memphis,
excluding Section 305.1 and 305.2 as authorized by
HUD.
4. The Resolution shall take effect immediately upon
its adoption this day of
