1605ORDINANCE NO. ~ 6~-S AN ORDINANCE WAIVING COMPETITIVE BIDDING, ESTABLISHING AN EMERGENCY AND FOR OTHER PURPOSES. WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive bidding in exceptional situations where such procedure is deemed not feasible or practical; and WHEREAS, there are many ii_-ems necessary for the City's use where competitive bidding is deemed. not feasible or practical; and WHEREAS, specifications vary greatly among telephone systems and maintenance service and the West Memphis Utility Commission has sol_:icited proposals for a telephone system and maintenance service and the proposal submitted by ATS is the lowest proposal and meets the needs of the West Memphis Utility Commission, and competitive bidding for such services under the present circumstances would not be feasible or practical; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS, ARKANSAS: 1.
