WHEREAS, Ordinance No. 213, of the City of West Memphis,
Arkansas, passed May 27, 1952, designates the City Clerk as
the Custodian of City Records; and,
WHEREAS, it is believed that all Resolutions and Ordinances
coming to the City Council should be first taken to the Office
of the City Clerk, dated, and stamped with the time thereon; and
that a copy be given the Mayor, Alderman, or Messenger at that
time; and,
WHEREAS, it is believed that all Resolutions or Ordinances
that are to be acted upon by the City Council, which may be
presented at the Pre-Council Meeting, should automatically be
put on the Agenda at the following meeting which is two (2) weeks
from the date it is to be presented, unless an extreme emergency
exists, which must be decided by the City Council; and,
WHEREAS, it is desired that delivery of the packet for
the Aldermen for City Council Meetings be moved up to the
Tuesday night prior to the City Council Meeting the following
Thursday with a copy or copies of the Minutes of the meeting
or meetings, therein;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT:
1. All Resolutions and Ordinances coming to the City
Council should be first taken to the City Clerk and/or Deputy
City Clerk, dated, and stamped, with the time thereon; and a
copy be given to the Mayor, Alderman, or Messenger at that time;
and,
2, All Resolutions or Ordinances that are to be acted
upon by the City Council, which are to be presented at the
Pre-Council Meeting should automatically be put on the Agenda
for the following meeting which is two (2) weeks from the date
it is to be presented, unless an extreme emergency exists,
which must be decided by the City Council;

3. All Resolutions or Ordinances tabled/by the City Council
shall be placed on the Agenda automatically by the City Clerk at
the next Regular Council Meeting for consideration without
Motion of the Council Members.
