The purpose of this Memorandum is to provide a brief explanation
relative to the attached Resolution.
Basically, the Resolution authorizes the transfer of our Notification
of Selection of Preliminary Proposal Section 8 Housing Assistance Payments
Program from the City to a private development firm. This action is essential
to ensure the final approval of the U. S. Department of Housing and Urban
Development as the project would not be financially feasible if the City re-
tains full ownership. Furthermore, this action will eliminate all risk on the
part of the City.
The City of West Memphis will benefit greatly from the construction of
the 76 units of new housing in a number of ways. Foremost amoung the benefits
will be the provision of safe, sanitary and decent housing for some of our
elderly and handicapped citizens as well as a number of lower income families.
Secondly, the City will receive tax payments from the private developer which
it would not otherwise receive if the City retained ownership. Thirdly, admin-
istration would be charged to the Community Development Agency (we now administer
the Section 8 "Existing Housing" program) which will increase our chances for
additional units in the future based on our successful track record. Finally,
the current emphasis of the U. S. Department of Housing and Urban Development is
on housing which, if we complete this project, will indicate to HUD our contin-
uing commitment to carry out those objectives and goals relative to housing.
I apologize for the very short notice on this Resolution. Unfortunately,
' we received word from the Little Rock Area Office of HUU late last week to the
effect that if this Resolution was not passed and submitted with the balance of
the required information on or before December 7, 1979, the Notice of Selection
would be revoked. We would then be forced to re-apply for Fiscal Year 1980 funds
which have not yet (and may not be) appropriated by the U. S. Congress. This
fact, coupled with an ever increasing cost of construction, makes it imperative
that we proceed with all due haste and that this Resolution be passed during the
City Council meeting of December 6, 1979.
If any further information is necessary or if you would like to meet with
me prior to the City Counicl meeting to discuss this matter, please contact me
at 735-2720 or come by my office.
