AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR FS CAM IN-CAR
VIDEO SYSTEM FOR THE WEST MEMPHIS POLICE DEPARTMENT, AND FOR
OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the West Memphis Police Department is in need of purchasing in-car video
systems for ten police vehicles and they currently have the FS Cam In-Car Video System in police
vehicles, and competitive bidding under such circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following items to be used by the City,
described as follows:
FS Cam In-Car Video System for 10 police vehicles to be purchased from Fleet Safety
Equipment, Inc., for approximately $50,000.00.
2. The Mayor and City Clerk are hereby authorized to execute an agreement and to take such
additional actions as maybe necessary to effectuate this purchase.
