RESOLUTION N0.
Whereas, the City of West Memphis, Arkansas, is acquiring
~; certain lands for the West Memphis-Crittenden County port and
said lands are classified as hardwood wetlands by the U. S.
`~,,,r Department of Interior; and
Whereas, it is a national policy to encourage productive
and enjoyable harmony between man and his environment and to
promote efforts which will prevent or eliminate damage to the
environment and stimulate the health and welfare of man and it
has been determined that the port could be a long-term
economically successful operation without development of all
of the hardwood wetland area being acquired by the City; and
Whereas, said port is being constructed and developed by
federal financing or assisted construction and improvements
and it is the desire of the City of West Memphis to minimize
the impacts or potential impacts on such wetland area and it
has been determined that a seven-acre tract be set aside and
dedicated for public usage, for wilderness preservation, and
for recreational, scientific and cultural uses, and not to be
disturbed in any manner, either during the actual construction
phase of the port or afterward: NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
That the following described tract of land be set aside
and dedicated for public usage, for wilderness preservation,
and for recreational, scientific and cultural uses, and not
to be disturbed in any manner, either during the actual con-
struction phase of the port or afterward in perpetuity, to-wit:
A tract of land lying in the SE 1/4 of Section 25 and
the NE 1/4 of Section 36, Township 6 North, Range 8
East, and in the SW 1/4 of Section 30 and the NW 1/4
of Section 31, Township 6 North, Range 9 East, being
more particularly described as follows: Commencing
at the southeast corner of Section 25, Township 6
North, Range 8 East, thence, north 89 degrees 14
minutes 48 seconds west along the south line of said
Section 25 a distance of 313.42 feet to the point of
beginning; thence, continuing north 89 degrees 14
minutes 48 seconds west along the south line of Sec-
tion 25 a distance of 593.75 feet to a point; thence
north 6 degrees 58 minutes 20 seconds east a distance
of 206.15 feet to a point; thence, north 86 degrees
43 minutes 35 seconds east a distance of 461.99 feet
to a point; thence, north 89 degrees 21 minutes 47
seconds east a distance of 650.09 feet to a point;
thence, south O1 degree 52 minutes 33 seconds east a
distance of 201.12 feet to a point; thence, south 43
degrees 08 minutes 38 seconds west a distance of 211.04
feet to a point; thence, south 88 degrees 53 minutes
41 seconds west a distance of 260.48 feet to a point;
thence north 51 degrees 43 minutes 33 seconds west a
distance of 205.55 feet to the point of beginning,
containing 7.0 acres, more or less,

and that the Mayor and the City Clerk be, and they are, hereby
authorized and directed to execute a dedication deed to the
public for said lands and that they have it duly recorded in
the office of the Recorder of Crittenden County, Arkansas.
