RESOLUTION AUTHORIZING PRE-APPLICATION FOR
SMALL CITIES PROGRAM FUNDING - 1980
WHEREAS, the City is desirous of making application to the
Department of Housing and Urban Development for a grant of funds
to carry out a variety of community improvement activities under
the Small Cities Program as authorized by the 1977 Amendments to
the Housing and Community Development Act of 1974; and
WHEREAS, on the basis of the evaluation of community develop-
ment needs it is determined that the City should submit a Pre-
Application for a Multi-Year Comprehensive Program Grant in the
amount of $1,500.000;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS.
1. That the Mayor be and hereby is authorized to submit in
behalf of the City a Pre-Application for Small Cities
Program Grant under the Community Development Program
on Standard Form 424 together with related maps, forms
and narrative.
~. That the amount of the Pre-Application shall be $1,500,000
under the Multi-Year Comprehensive Program.
3. That this resolution shall take effect immediately.

Wf1EREAS, at approximately 4:37 p.m., Sunday, November 9,
1980, the Dotson's home at 525 South 11th Street, was struck
by a raging fire; and,
WHEREAS, f1rs. Laqunta Dotson ran next door asking ~~r. Jack
Patterson to help fight the fire in her home; and,
WHEREAS, h9r. Jack Patterson ran to the house, kicked down
the front door, but could not enter because the fire was so
intense; and
WHEREAS, fair. Jack Patterson ran to the side of the house,
broke the window ar,d heroically rescued Patricia Dotson and
three month old, Cory Dotson.
THEREFORE, BE IT RESOLVED EY THE CITY COl1NCIL OF THE CITY
OF WEST f1Eh1PHIS, ARKA~JSAS:
1. That the City Council of the City of West f~1emphis
is indeed grateful for the quick thinking and action
of P9r. Jack Patterson and wishes to commend him.
