RESOLUTION NO. ~ ,~
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS AUTHORIZING FILING OF
FULL APPLICATION FOR SMALL CITIES PROGRAM
FUNDING, riAKING CERTAIN ASSURANCES TO DEPARTMENT
OF HOUSING AND URIIAN DEVELOPMENT AND AUTHORIZING
MAYOR TO CERTIFY CONTENTS OF THIS RESOLUTION.
WHEREAS, the City of West A4emphis, Arkansas desires to

undertake a variety of community improvement and development
activities with funds available under the provisions of Title I
of the Housing and Community Development Act of 1974, as amended
by the 1977 Act; and
WHEREAS, in keeping with this desire, the City has submitted
a Pre-Application for a Multi-Year grant of funds available under
the Small Cities Program as authorized by Section 106 of the
Housing and Community Development Act of 1974, as amended by the
1977 Act; and
WHEREAS on the basis'of the City's Pre-Application's rating
and ranking in comparison to like Pre-Applications from counties
and other cities, the Department of Housing and Urban Development
has invited the City to submit a full Application for such funding;
and '

WHEREAS on the basis of the City Council's review of the
materials related to the Small Cities Program Application and in
light of its desire to undertake Community Development Program
activities within the geographic area of the City that was desig-
nated in the Pre-Application, the City Council hereby determines
that the public interest will be served by making the findings,
determinations, approvals, and authorizations contained herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST r1EMPHIS, ARKANSAS:
1. That the Application for Federal assistance on Standard
Form 424, dated May 7, 1981, requesting a Federal Grant for the
First Year Program in the amount of $459,500; the Summary of
Community Development and Housing Needs on Form HUD-7063; the
Comprehensive Strategy on Form HUD-7064; the Three-Year Project
Summary on Form iiUD-7065-A; the Program Schedule on Form HUD-4045,

4045-1; the Cost Summary on Form HUD-7086; the Housing Assistance
Plan - HAP on Form HUD-7087; and the HAP - Annual Goal on Form
HUD-7087-1, accompanying said Application, are hereby approved;
and the D4ayor is authorized to file with the Department of Housing
and Urban Development said forms and related papers, maps, and
assurances required to comprise a Full Application for the First
Year funding under the Multi-Year Comprehensive Small Cities
Grant.
2. That the Department of Housing and Urban Development is
hereby assured that the City will comply with requirements of
Section 570.431 of notifying the general public through publication
of a legal notice that the Full Application has been filed respec-
tively with the A-95 Clearinghouses and the Department of Housing
and Urban Development, and that persons may challenge the consis-
tency of facts and assurances contained in said Application.
3. That the City herein makes the assurances and certifica-
tions required by the Department of Housing and Urban Development
on Form HUD-7088 which is included in the Full Application and
which are incorporated herein by reference and made a part of
this resolution as if same were repeated herein word for word.
4~. That this resolution shall take effect immediately.
