TRIBUTE TO CHARLES J. ZELLNER
WHEREAS, in the organization and operation of the
work with the mentally handicapped children of the
City of West Memphis, Arkansas, it is necessary that
someone give of their time and efforts on a gratuitous
basis to assure the successful accomplishment of the
project which has become known as "HAPPY TIME SCHOOL";
and,
WHEREAS, there was such a person who recently
passed away on September 28, 1981, who for fifteen (15)
years did give of his time and efforts toward the
mentally handicapped of West Memphis, Arkansas; and,
WHEREAS, there was a little brave band of people
who needed encouragement to see the project grow and
to become successful; and,
WHEREAS, MR. CHARLES J. ZELLNER did lend his hand,
' his efforts and enthusiasm to see that the mentally
~ir• handicapped people in West Memphis were cared for;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF WEST MEMPHIS, ARKANSAS:
1. That the efforts of MR. CHARLES J. ZELLNER,
who died at the age of seventy (70) years, September 28, 1981,
be remembered by RESOLUTION N0. 864, which will go down on
the 112inutes of the City Council ll~eeting of October 15, 1981,
as a tribute to the memory of this great man and what he
stood for in his lifetime.
2. That a copy of this Resolution be sent to:
