RESOLUTION NO.
AMENDING FIRE DEPARTMENT RULES AND REGULATIONS; AND,
ADDING SECTION 23, PARAGRAPHS 23.1 THROUGH 23.13.
WHEREAS, the West Memphis Fire Department has seen
fit from time to time to make changes in the Rules and
Regulations of the Fire Department; and,
WHEREAS, there have recently been some changes made
by the West Memphis Fire Department which should be confirmed
by the City Council;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, that the following Rules,
Regulations and Amendments to the Rules and Regulations of
the West Memphis Fire Department be adopted according to
the attached:
1. Section 23. Promotions. This includes Paragraphs
23.1 through 23.13.

SECTION 23.0 PROMOTIONS
23.1 To be eligible for driver you must have completed
at least two (2) years as hoseman.
23.2 Tests for driver will be written as well as practical.
Practical will count 75% written 25%. Practical will
consist of 25 problems at 3 points each. The written
will be 25 questions with one answer counting one
point each.
23.3 To be eligible for the lieutenant's test you must
have completed three years as driver.
23.4 To be eligible for the Captains test you must have
completed at least two years as a lieutenant.
23.5 To be eligible for the Assistant Chief's test you
must have completed at least two years as a Captain.
23.6 No candidate will be eligible for testing unless he
is progressing satisfactorily in the apprenticeship
program and is maintaining an average of 85% or better.
In case of prolonged sick leave (over six shifts) the
Chief will excuse the number required but not the
average to be maintained. (If applicable).
23.7 Promotional test scores will determine the top
candidates. The top three candidates will be considered
for promotion with the exception of Lieutenant and in
this position the top five, on all promotions there
will be at least two candidates to choose from if there
is an eligibility list.. The Chief, Assistant Chiefs
and the training officer will select the one to be
promoted after each candidate and his immediate company
officer has been interviewed.
The selection will be based on:
a. Job performance
b. Job knowledge
c. General Ability
d. Attitude toward the
Department.
23.8 A test score of 75% must be made to be eligible for
promotion.
23.9 Promotional tests for all positions will. be given in
October each year. Test scores will be in effect for
one year ( October thru September_30), promotional
test given at any other time will be in effect only
until the following October. Test date will be posted
30 days in advance. Test scores will be posted within
a

5 calendar days after test is taken. A candidate
will have one week after scores are posted to re-
view test. T~~~o qualified Officers will be present
at all practical test to verify results.
23.10 All promotions are subject to a six month probation-
ary period. Failing to do your job properly can
result in reduction of rank.
23.11 If no hoseman qualifies for drivers test because of
lack of time on the department, the Chief at his
option may reduce the time requirement by one year.
23.12 All Staff promotions are at the decretion of the
Chief.
23.13 All promotional tests will come directly from the
Fire Academy at East Camden to the personnel depart-
ment. The personnel department will administer all
tests with the exception of driver's, theirs will
be made up and given by Fire Department personnel.
