A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS, APPROVING AND ADOPTING THE HOUSING
ASSISTANCE PROGRAM GUIDELINES/ENERGY CONSERVATION PRO-
GRAM POLICIES DOCUMENT OF THE COMMUNITY DEVELOPMENT
AGENCY OF WEST MEMPHIS.
WHEREAS, the City of West Memphis has received a Multi-Year Compre-
hensive Community Development Block Grant funded through the U.S. Department of
Housing and Urban Development as authorized by the Housing and Community Develop-
ment Act of 1974, as amended; and
WHEREAS, the aforementioned grant contains provisions for funding
housing rehabilitation/energy conservation activities; and
WHEREAS, the U.S. Department of Housing and Urban Development requires
grant recipients to develop guidelines for the administration of said program activi-
ties.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
1. That the Housing Assistance Program Guidelines/Energy Conservation
Program Policies Document of the Community Development Agency of West Memphis as
approved by the Housing Assistance Advisory Committee be approved and adopted by the
City of West Memphis.
2. That the Resolution shall take effect immediately.

POLICIES DOCUMENT
Enclosed is a copy of the Energy Conservation Program Policies Document prepared
by Richard Massie, Manes & Associates, Inc. in conjunction with the agency staff.
The contents of the document are based upon standard HUD policies and regulations
and compliment our existing Housing Assistance Program Guidelines. This new docu-
ment will be an appendix to the rehabilitation guidelines document and has been
approved by the Housing Assistance Advisory Committee, the entity established by
the Mayor and City Council to assist the Community Development Agency in the
housing rehabilitation program.
I have prepared a Resolution relative to this document and respectfully request
your vote of approval at the City Council meeting of November 5, 1981.
