WHEREAS, the City of West Memphis, Crittenden County,
and the Arkansas State Highway Commission in cooperation
with the U. S. Department of Transportation, Federal Highway
Administration, have been participating in a continuing
comprehensive, and cooperative transportation planning process
which is responsive to the needs of the local areas since 1974;
and,
WHEREAS, the goal of this planning process is a
West Memphis-Marion approved Transportation Plan accepted by
all participating agencies and formally approved as a plan for
implementation; and,
WHEREAS, as a result of the 1980 Census, West Memphis
was included as a part of the Memphis Urbanized Area; and,
WHEREAS, Section 112, Federal-Aid Highway Act Planning
Funds, are now available to urbanized areas through the
Arkansas State Highway and Transportation Department to assist
this planning process; and,
WHEREAS, it is understood that the Agreement of Under-
standing between West Memphis, Marion, Crittenden County, MATCOG,
and the Arkansas State Highway and Transportation Department
will remain as the basis for cooperative decision making in the
West Memphis-Marion study area;
NOW, THEREFORE, the City of West Memphis respectfully
requests the Governor of the State of Arkansas to designate
the City of West Memphis as the Metropolitan Planning Organization
(MPO) to receive Section 112, Federal Aid Highway Act Planning
Funds for the Arkansas portion of the urbanized area.
