TENNESSEE 38103 \ f /~ ..: ~C • Attention o/: ~y~ LMMPD-F ~" \' ~~~ 30 December 1982 NOTICE OF REPORT ON WEST MEMPHIS, ARKANSAS AND VICINITY As District Engineer, Memphis District, I have forwarded a report on West Memphis, Arkansas, to the Mississippi River Commission. The report was prepared as authorized by a resolution (adopted 29 May 1975) of the Committee on Public Works of the United States Senate. The resolution requested review of the report on the Mississippi River and Tributaries Project, published as House Document Numbered 308, Eighty-eighth Congress, and other pertinent reports, with a view toward determining whether any mod ifications of the recommendations contained therein are advisable at this time, to provide for improved flood control yin West Memphis, Arkansas, and vicinity. Information is presented in the report concerning problems, needs and opportunities in the study areas; alternative plans considered for meeting these problems, needs and opportunities; and the plan recocrsnended for implementation. The recommended plan of improvement consists of 23.86 miles of earthen channel enlargement on Ten and Fifteen Mile Bayous. The improvement would extend from the vicinity of Greasy Corner, Arkansas, up the present Fifteen Mile Bayou channel to its confluence with Ten Mile Bayou, then upstream on Ten Mile Bayou to the St. Louis - San Francisco Railroad crossing on Ten Mile Bayou in the center of West Memphis, Arkansas. The channel enlargement is designed to provide, as a minimum, protection to structures from the 10-year storm event downstream of the St. Louis-San Francisco Railroad crossing on Ten Mile Bayou. Upstream of this point, structures in some areas would be affected by storm events smaller than 10-years, but would receive some reduction in damages. Most structures will enjoy a greater than 10-year level of protection. The channels through agricultural areas are designed to carry urban floodwaters and provide protection from the 10-year storm. To minimize environmental impacts, channel enlargement would be accomplished from one side as much as possible, restrictive easements along the rights-of-way would be acquired and the berms and embankments would be revegetated. Alternatives considered included an array of channel improvements, pumping stations, and nonstructural features to provide urban and agricultural flood control. The channel improvements studied considered protection in the agricultural area ranging from three to 10-year storm events and in the urban area from 10 to 100-year storm events. _ 1 The recommended plan is judged to be the best plan to meet they immediate and future needs for flood control in the study area. Total • estimated .first cost of the recommended plan is $18,880,000. The project is recommended for construction subject to costsharing which is satisfactory to the Congress and the Administration.
