AN ORDINANCE WAIVING COMPETITIVE BIDDING ON A THIRD PARTY
CONVERSION OF APPLICATION AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving
of competitive bidding in exceptional situations where such procedure
is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where
competitive bidding is deemed not feasible or practical; and
WHEREAS, the Data Processing Department is in need of a third
party conversion to convert programs from the existing Burroughs
computer system to the Unisys A7-111 System computer which has been
previously ordered and time is of the essence, and competitive bidding
under such circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to
be used by the City, described as follows:
Third-party conversion of computer programs on the City's existing
computer system to the Unisys A7-111 by Terry Connell at a rate of
$50.00 per hour not to exceed $10,000.00.
