WEST MEMPHIS CITY COUNCIL
DECEMBER 1, 2011
A regular meeting of the West Memphis City Council was held on Thursday, December 1, 2011 at 1:30 p.m. in the
City Council Chambers at City Hall, 205 S. Redding, West Memphis, Arkansas.
Mayor Johnson called the meeting to order at 1:30 p.m. Invocation was given by Councilman Phillip Carter.
Phillip Para, City Clerk, called the roll. Those present were: Mayor ~Iliam H. Johnson, City Attorney David
Peeples, City Treasurer Frank Martin and Councilors, Willis Mondy, James Holt, Taz Tyrone ,Phillip Carter,
Tracy Catt, Ramona Taylor, and Marco McClendon (late), Absent were: Councilors Lorraine Robinson ,James
Pulliaum, and Herman Coleman. Quorum being present, Mayor Johnson proceeded with the meeting.
BIDS
Bids for the 2012 Material Supply Contracts were opened at 1:00 pm and the tally sheets were given to the City
Council. Councilman Tyrone made a motion, seconded by Councilwoman Taylor to accept the bids and refer
them to the Public Works Committee. Upon a voice vote of the Council the voting was unanimous for the
approval. A copy of the tally sheet is attached.
MINUTES
Councilwoman Taylor made a motion, seconded by Councilman Tyrone to dispense with the reading of the
minutes of November 17, 2011 City Council meeting and the Special Called Meeting November 30, 2011 and
approve them both as submitted. Upon voice vote, the voting was unanimous to approve.
OLD BUSINESS
3~d Reading AN ORDINANCE TO AMEND SECTION 2.27.060 OF THE WEST MEMPHIS MUNICIPAL CODE
REGARDING THE AUTHORITY OF THE POLICE COMMISSION AND FOR OTHER PURPOSES
City Attorney Peeples read the Ordinance for the THIRD and FINAL time. Councilman Catt made a motion,
seconded by Councilwoman Taylor to adopt the Ordinance. Upon voice vote, the voting was unanimous to
approve. The Ordinance was adopted and assigned No. 2287.
NEW BUSINESS
R-1 A RESOLUTION CERTIFYING THE AMOUNTS OF LIENS IMPOSED ON CERTAIN PROPERTIES FOR
GRASS CUTTING, CONTRACTED BY THE CITY OF WEST MEMPHIS PURSUANT TO ORDINANCE 1385
AND FOR THE REMOVAL OF CONSTRUCTION MATERIALS PURSUANT TO ORDINANCE 1697
Councilman Catt made a motion, seconded by Councilwoman Taylor to suspend the rules and read the title only
of Resolution R-1. City Attorney Peeples read the Resolution. (Councilman McClendon arrived) Councilwoman
Taylor made a motion, seconded by Councilman Catt to approve the Resolution. Upon voice vote the voting was
unanimous to approve. The Resolution was adopted and assigned No. 1998.
PERMISSION REQUESTS
Councilwoman Taylor made a motion, seconded by Councilman Tyrone to approve the payment of $82,890.00 to
Roeder Construction. Mayor Johnson explained we are holding a balance of $45,000.00 until everything is
operating correctly. He also said this was being paid from a 100% energy grant that the city received. Upon
voice vote, the voting was unanimous to approve.
COMMITTEE REPORTS
Councilman Catt reported the Budget Meetings will be held every Monday, Tuesday, and Thursday at 5:00.
ANNOUNCEMENTS
Councilman McClendon said that legendary blues artist J Blackfoot performed at his business on November 25'h
and then passed away November 30~h. He would like to see West Memphis explore ours blues heritage.
Having no further business to come before the City Council, Councilman Tyrone moved, second by
Councilwoman Taylor to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at 1:37
p.m.
