WEST MEMPHIS CITY COUNCIL
DECEMBER 30, 2011
A Special-Called meeting of the West Memphis City Council was held on Thursday, December 30, 2011 at 12:00
p.m. in the Mayor's Conference Room at City Hall, 205 S. Redding, West Memphis, Arkansas.
Mayor Johnson called the meeting to order at 12:00 p.m. Cindy Greenwood, Senior Deputy City Clerk, called the
roll. Those present were: Mayor William H. Johnson, City Treasurer Frank Martin and Councilors, James Holt,
Tracy Catt, James Pulliaum, Ramona Taylor, Herman Coleman, Willis Mondy, Lorraine Robinson, and Phillip
Carter. Absent were: Councilors Marco McClendon and Taz Tyrone. Quorum being present, Mayor Johnson
proceeded with the meeting.
Mayor Johnson turned the floor over to Councilman Tracy Catt, Budget Chairman. Councilman Catt passed out
the 2012 Budget to those present and said this was budget work sheet with the changes added that were made
during budget work sessions. It was discussed that the total expenses in the General Fund were $450,000 more
than the projected revenues. City Treasurer Frank Martin said this was a very conservative figure and he thought
revenues would be more than projected. Sick leave and overtime policies were discussed. Councilwoman Taylor
made a motion, seconded by Councilman MonA,,d~~/ to accept the 2012 Budget as presented. Councilman Pulliaum
stated for the record that this budget does ~ ~clude holiday pay for the Police and Fire Departments. Upon
voice vote, the voting was unanimous to approve.
Having no further business to come before the City Council, Councilwoman Taylor made a motion, seconded by
Councilman Catt to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at 12:25 p.m.
